Some at NRC Reportedly Resisting Quick Action on Nuclear Plant Report

The New York Times reported that a majority of the five-member US Nuclear Regulatory Commission is signaling that it wants to move slowly on at least some recommendations from its
senior staff on how to reduce the chance of a Fukushima-type accident at a US reactor. This despite calls last week from a specially-created task force – and the NRC’s own chairman – for quick action. The task force report called for significant changes to bolster nuclear plant safety, including upgrades at many US plants, and broad regulatory changes. The report includes 12
specific recommendations. The Times said three commissioners are resisting a proposal by the chairman, Gregory B. Jaczko, that the commission act promptly on all the recommendations. The NRC did announce a public meeting to discuss the task force report;
it is set for July 28 in Rockville, Maryland.

TSA to Upgrade Software on Full-Body Scanning Machines

The US Transportation Security Administration announced it will install new software on its Automated Target Recognition (AIT) scanning machines that will eliminate the need for security workers to view images of
passengers’ naked bodies. The agency said it will implement Automated Target Recognition software that can automatically spot items that could pose a possible threat by using a generic outline of a person for all travelers. If no threat is indicated, an
“OK” is indicated on the monitor, and the passenger is cleared; however, if a risk is present, a passenger will then require additional screening. The agency also said that a separate TSA officer will not be required to see the image in a remote viewing
room. Software upgrades to the 241-mm wave body-scanning machines, made by L-3 Communications, will be deployed over the next several months in the 40 airports where they are currently used, the TSA said. The
announcement follows July 15th ruling by a US appeals court that upheld the use of full-body scanners to screen air travelers. The court said, however, that the Transportation Security Administration should have sought public comment before deploying
them.
