TI: Earnings Curbed by Earthquake Damage to Plants

Texas Instruments said production setbacks linked to the March 11 earthquake and tsunami in Japan curbed its first-quarter net income and would cut into second-quarter growth. Richard K. Templeton, the Texas Instruments
chief executive, said that the quarter started strong, but the Japan earthquake damaged two of its factories in the country and disrupted local demand. He said that one of the company’s Japanese factories would soon be back in full production and that he
expected the second factory damaged by the quake to be running at full speed in July, as predicted. But many of the company’s Japanese customers are still working on reopening their factories, which could result in supply chain issues. For the quarter,
Texas Instruments earned $666 million, or 55 cents a share, compared with $658 million, or 52 cents a share, in the first quarter of 2010. The company said repercussions from the quake trimmed $30 million, or 2 cents a share, from results. Revenue rose 6

APNIC Exhausts Last Block of IPv4 Addresses

The Asia-Pacific Network Information Centre (APNIC), the agency responsible for distributing IP addresses to most of Asia, Australia, and the Pacific announced that its allotment of IPv4 addresses was officially exhausted as of April 15, Ars Technica reported. Since the worldwide pool of IPv4 addresses has already run out, this leaves no traditional way for the agency to
replenish its own supply. In response to this APNIC set aside a single block including 16,777,216 addresses, which it plans to distribute in rationed segments of 1024 address, with each network operator being eligible to receive only one segment. Ars
Technica says the implementation of IPv6 as a relief effort in the region is an impossibility in the short term. This means that the ISPs within APNIC’s jurisdiction will be required to use the remaining addresses, reclaimed Ipv4 addresses, and NAT
technology in an attempt to accommodate as many users as possible until the IPv6 transition can be accomplished. Ars predicts the next agency to find itself in a similar situation will be RIPE NCC, the organization that handles Europe, the Middle East, and
the former Soviet Union.

Apple Sues Samsung Over Mobile Interface Patent

Apple filed a lawsuit against Samsung Electronics, claiming its Galaxy Android phones and tablets violate Apple’s interface patent, and even accusing Samsung’s cellphones and
tablets as “slavishly” copying the iPhone and iPad. The complaint – filed in Northern California US District Court and discussed in a recent Wall Street Journal report – is similar in nature to other Android proxy suits filed by Apple, Oracle, and Microsoft in the past. It includes 10 Apple patents, seven trademarks, and
several trade dress registrations. It names Samsung’s Galaxy S 4G, Nexus S, and Galaxy Tab as examples of the infringement.

Apple Sues Samsung Over Alleged Copying of iPhone, iPad

Apple is suing Samsung, claiming the company “slavishly copied” its iPhone and iPad devices with its Galaxy S and Galaxy Tab products, the BBC reports. Apple claims the copying of
its technology includes both the exterior or the device, and its icon-based operating system. Interestingly, the operating system found on Galaxy devices is actually a customized version of Google’s Android operating system, the primary competitor of
Apple’s iOS. To add an extra wrinkle to these proceedings, Samsung is the supplier of the A4 and A5 processors used in the iPhone, iPod touch, and iPad, as well as some of the internal components of Apple’s MacBook line. Despite this, Samsung has responded
by stating that it intends to vigorously defend its position that all of its technology was derived from internal research and development.

Samsung Electronics has filed patent infringement lawsuits against Apple in Seoul, Tokyo, and Germany. The Wall Street Journal
reported that the Samsung lawsuits do not directly respond to the Apple suit filed against Samsung earlier this week. Rather, they accuse Apple of violating patents covering cellphone transmission technologies.

Verizon Study Finds Cyber Attacks Up in 2010, Data Loses Down

Data loss through cyber attacks decreased sharply in 2010, but the total number of breaches was higher than ever, according to the “Verizon 2011 Data Breach Investigations Report.”
The number of compromised records involved in data breaches investigated dropped from 144 million in 2009 to only 4 million in 2010, representing the lowest volume of data loss since the report’s launch in 2008. Despite the lower data loss numbers, this
year’s report covers approximately 760 data breaches, the largest caseload to date. Verizon security researchers said the seeming contradiction between the low data loss and the high number of breaches likely stems
from a significant decline in large-scale breaches, caused by a change in tactics by cybercriminals. Cybercriminals appear to be engaging in small, opportunistic attacks rather than large-scale, difficult attacks, and are using relatively unsophisticated
methods to successfully penetrate organizations. The study – compiled from information collected by Verizon, the US Secret Service, and the Netherlands Police
Agency
‘s High Tech Crime Unit – also found that outsiders are responsible for 92 percent of breaches, a significant increase from prior years. Although the percentage of insider attacks decreased significantly over the previous year (16 percent versus
49 percent), the decrease is largely due to the huge increase in smaller external attacks. As a result, the total number of insider attacks actually remained relatively constant, the study concluded. Hacking (50 percent) and malware (49 percent) were the
most prominent types of attack, with many of those attacks involving weak or stolen credentials and passwords. For the first time, physical attacks – such as compromising ATMs – appeared as one of the three most common ways to steal information, and
constituted 29 percent of all cases investigated.

No-Entry Zone Imposed Near Crippled Nuclear Plant (04/21/2011)
Kyodo News reported that Japanese
officials have imposed a no-entry zone prohibiting residents from remaining
within a 20-kilometer (12.4-mile) radius of the crippled Fukushima Daiichi
nuclear power plant. Tens of thousands of people left the zone after the March
11 earthquake and tsunami battered the power station, which is operated by Tokyo
Electric Power (TEPCO), but
some have gone back to collect belongings. Under the new order, people can only
go into the zone under government supervision. TEPCO said it hopes to bring the
damaged plant under control by year’s end, but the nuclear emergency is ongoing.
More than 130,000 people are living in shelters more than a month after the
March 11 earthquake and tsunami that left some 28,000 dead or missing. On April
22nd, Kyodo News
reported
that the Japanese government has added some towns outside a
20-kilometer radius of the Fukushima Daiichi nuclear power plant to the list of
areas covered by its evacuation directive due to concerns over high cumulative
levels of radiation exposure.

WHO Brokers Deal on Framework for Fighting Pandemics

The World Health Organization said in a press release that, after a week of negotiations, an open-ended
working-group meeting of member states successfully agreed on a framework to ensure that, in a pandemic, influenza virus samples will be shared with partners who need the information to take steps to protect public health. The working-group meeting was
convened under the authority of the World Health Assembly and coordinated by WHO. The deal resolved a long-running dispute between poorer countries and developed nations over access to emerging flu viruses and vaccines against them. Under the
agreement, vaccine manufacturers have committed to setting aside at least 10 percent of the world’s flu vaccine production for developing nations when the next flu pandemic strikes. Poorer countries would either get vaccine free or pay reduced prices
for it. In return, developing nations agree to routinely share samples of mutating flu viruses with the World Health Organization so that effective vaccines can be developed.

Color Coded Threat Alert Level System Replaced by DHS

States.” According to the National Terrorism Advisory System Public Guide released by the Department of Homeland Security, the basic difference between the two levels is that
“elevated” applies when there is no specific information about the timing or location of a credible threat, and “Imminent” applies when US authorities believe the threat is likely to occur very soon.
