Verizon, MEDfx Trial Health Record Conversion System

Verizon Business and MEDfx announced the successful implementation of a pilot program enabling health care providers that still use paper records to “easily convert them
to a digital format” and share them with other authorized providers. Verizon said the pilot program addresses long-standing issues that have blocked the widespread adoption of electronic health care records: the complexity and expense that health care
providers – especially small practices and individual physicians – face in adopting an electronic system, and the incompatibility of many health IT systems. The pilot also integrates two key federal government health IT initiatives designed to improve care
management through secure, two-way exchange of patient health information. The participants in the pilot are Dominion Medical Associates in Richmond, Virginia; CenVaNet in central Virginia; and MedVirginia, a community-based health information exchange.
Under the pilot, Dominion Medical Associates scans paper-based care-management documents of diabetes patients and sends the documents over the Internet to CenVaNet care managers via a MEDfx-provided physician portal. The portal uses a set of common
standards and protocols to digitize and securely transfer the care-management documents, making them accessible through a variety of health IT systems.

Another Strong Earthquake Hits Japan

Japan was hit by another strong earthquake on April 7th in the same northeastern coast region devasted by the catastrophic March 11 earthquake and tsunami. A tsunami warning was issued April 7th but lifted a few hours later. The US Geological Survey reported the most recent earthquake had a preliminary magnitude of 7.1, and struck near the east coast of Honshu, Japan in the Miyagi prefecture, at a
depth of about 30 miles. The March 11 earthquake registered a 9.1 magnitude. Kyodo News said there were many emergency calls made to local police and fire departments about injured people, fires, and gas leakage
after the latest quake. The New York Times reported the earthquake knocked out major power lines at three nuclear sites in the region, but that backup electrical systems did kick in.

US Military Relief Efforts Shift Focus in Japan

Japan’s NHK World reported that the US military has withdrawn 10 ships from a disaster relief mission off the battered coast of northeastern Japan, saying the initial phase of the relief mission
has been completed. The ships had been used to airlift supplies to isolated areas immediately after the March 11th earthquake and tsunami. The aircraft carrier Ronald Reagan and 9 other vessels have left because many roads have been cleared and a
helicopter platform is no longer needed to transport supplies. Four US military ships remain stationed off the disaster zone, including an amphibian assault vessel, the Essex. At one point, the US military sent 22 ships. It also mobilized nearly 20,000
troops for search and rescue operations and humanitarian assistance. A specialist unit of about 150 troops has also been sent to the damaged Fukushima Daiichi nuclear plant, NHK reported, and US Marines finished clearing debris on a remote Japanese island
off disaster-hit Miyagi prefecture this week. A military spokesman said the US will continue to work closely with Japan to provide any necessary support.

LightSquared Network, GPS Controversy Growing

Will LightSquared’s planned nationwide broadband network disrupt GPS systems used by everyone from commuters to first responders and the US military? That is the claim being made by some manufacturers of GPS equipment who are warning that strong signals
from the planned hybrid satellite-broadband network could jam existing navigation systems. The controversy has received extensive coverage in recent weeks from the Associated Press and other news organizations. The Federal Communications Commission (FCC) gave LightSquared the go-ahead in February to turn on its
network later this year, and required LightSquared and the United States Global Positioning System Industry Council (USGIC) to file monthly status reports in order to ensure that GPS systems will
not be effected. LightSquared and the FCC both contend the new network can co-exist with GPS systems, but some device makers fear GPS signals will be effected in the same way a radio station can get drowned out by a stronger broadcast in a nearby channel.
The problem, they say, is that sensitive satellite receivers could be overwhelmed when LightSquared starts sending high-power signals from as many as 40,000 transmitters on the ground using the airwaves “next door.” The interference problem could be fixed
by better device filters in GPS-enabled devices, but that fix would be very expensive, manufacturers claim. Just how expensive is another point of contention.

TEPCO Officials: Radioactive Water Leak Stopped

The Tokyo Electric Power Company (TEPCO) said that, after several failed attempts to patch a cracked containment vessel, the flow of water contaminated with radioactivity from the damaged Fukishima
Daiichi nuclear power facility has stopped. The dumping of contaminated water from the facilility into the Pacific Ocean continued, however, and officials cautioned that the nuclear emergency in Japan is far from over. About 11,500 tons of radioactive
water has been dumped into the ocean but officials in Japan and elsewhere say the releases likely will not pose any long-term health risks to humans or sea life. Most of the radiation detected (but not all) is Iodine-131, which loses half its radiation
every eight days. In the US, the CDC, FDA, and EPA all reiterated earlier statements that radiation from the Japanese power plant posed no risk to the
United States at present, but that monitoring and testing continues around the clock.

FCC Proposes Stricter Guidelines for Wireless Signal Boosters

The Federal Communications Commission wants to impose stricter guidelines for wireless signal boosters, which are designed to fill gaps in wireless coverage in areas where signal strength is weak. The agency has issued
a Notice of Proposed Rulemaking that calls for a new regulatory framework authorizing individuals and entities to operate “consumer signal boosters” provided the devices comply
with all applicable technical and radio frequency exposure rules, and a set of parameters aimed at preventing and controlling interference, and for rapidly resolving interference problems should they occur. The agency is also proposing revisions to the
rules governing signal boosters used for private land mobile services. While praising the many benefits of signal boosters, the FCC said malfunctioning, improperly installed, or technically-deficient signal boosters may cause harmful interference to
commercial and public safety wireless networks. Thus, the impetus for new rules, the agency said.
