Risk-Based Air Travel Screening Gaining Support

The New York Times reported that support is growing for airport security scrutiny to be established based on the risk profile of each individual traveler. The International Air Transport Association (IATA), which represents 230 airlines, proposes that information government agencies and airlines already have compiled on travelers should be made available at airport checkpoints, resulting in the possible creation of a
“trusted traveler” program that would allow those who have undergone background checks to be given access to faster moving security lines. John Pistole, head of the US Transportation Security Administration (TSA), supports
the new measure, which would divide travelers into three groups and apply different screening processes based on security risk.

FCC Proposes Streamlining, Updating USF, Intercarrier Compensation

The US Federal Communications Commission has issued a Notice of Proposed Rulemaking that would modernize and streamline its universal service fund and intercarrier compensation policies to bring affordable wired and
wireless broadband to rural and underserved areas in the US. The proposal outlines a path to transforming programs that are currently focused on voice services into a Connect America Fund that would help make broadband available and affordable to all areas
of the US. The FCC said the current Universal Service Fund (USF) is intertwined with a complex system of payments between carriers called intercarrier compensation (ICC), which is rooted in “outdated distinctions” between local and long-distance telephone
service, and “inefficient” per-minute charges. ICC also suffers from loopholes that distort markets and derail investment in advanced Internet Protocol networks, the FCC said. The proposal is described in more detail at the FCC’s Web site.

Microsoft Claims Google Forged Results of Bing Sting, Used Click Fraud

Microsoft is firing back at Google, accusing it of using a form of link fraud to produce the results of its so-called “Bing Sting”, USA Today reports. Microsoft is saying that Google forged the evidence proving that it was
stealing results by employing a technique similar to the one used by hackers to generate fake clicks on online advertising. In an interview with USA Today Bing Director Stefan Weitz said that the results of Google’s sting were actually generated by first
creating the false correlations between nonsensical words and actual sites within the Google search algorithm, and then used the Bing Toolbar to perform searches for the nonsensical words, ending with a visit to the
associated site. Weitz says this would have tricked Bing’s analytical engines into seeing a correlation, thus causing the erroneous results to appear in all searches performed on Bing. For its part Google is maintaining its innocence, and continues to
blame Microsoft for stealing its results.
