article did note the preliminary nature of the dealings, and the lack of any Yahoo participation to-date, but the Times said that several of the named investors, including the Blackstone Group, have already passed on the idea. The New York Times does not
deny the possibility of such a deal happening but notes that numerous obstacles remain in the way, not the least of which is Yahoo’s 39% stake in Alibaba, which would need to be divested.

FCC Proposes Creation of New Mobility Fund

The US Federal Communications Commission (FCC) has proposed the creation of a new “Mobility Fund” to accelerate the rollout of advanced wireless services to unserved and underserved areas in the US. The agency
characterized the proposal as part of its reform of the Universal Service Fund (USF) and consistent with its support of the proposed National Broadband Plan. A Notice of Proposed Rulemaking describes the wireless services inititative as providing one-time
support, using a portion of USF funding voluntarily relinquished by Verizon Wireless and Sprint. Those funds had been helping support service in areas that, in some cases, were being served by other mobile carriers, the FCC said. Under the Mobility Fund,
a portion of those funds would instead be distributed on a one-time basis using a market-based mechanism to target consumers in areas without advanced mobile services.

FCC Proposes New Rules to Protect Against Wireless “Bill Shock”

The Federal Communications Commission (FCC) has proposed new rules that would require mobile service providers to provide usage alerts when customers are approaching their monthly usage limits (or incurring roaming
charges) to help customers avoid unexpected charges on their bills. The proposed rules would require carriers to offer simple alerts and easy-to-find tools and information so wireless customers can better management their mobile plans. The FCC said mobile
“bill shock” is a “growing challenge for the surveyed consumers, and that current tools could be improved.” According to an April-May2010 FCC survey, 30 million Americans have experienced bill shock. The agency said more than half those consumers saw an
increase of $50 or more, but many were not alerted by their provider before they incurred the charges. The agency is proposing that consumers be provided with baseline information that would allow them to control their mobile costs, including:
over-the-limit alerts; out-of-the-country alerts; and easy-to-find account management tools.

Bing Teams with Facebook for “Like” Enhanced Results, Profile Search

Bing introduced its new “social signal,” a method of integrating a user’s Facebook friends into his or her search results. The first of the new features offered by this
partnership is the inclusion of “liked results”. This function causes users who have linked their Bing and Facebook accounts to be presented with search results based on what their friends have “liked” via their Facebook profiles. Bing gives the example of
searching for a restaurant and finding one that several of the user’s friends have already given their approval. The second new feature is a Facebook profile search, which allows Bing users to find friends and connections on the social networking site
directly from the search engine. Bing is assuring its users that they should have no privacy concerns over these changes; all information being used by Bing is already public on Facebook, and users will be given the option to opt out entirely. Both
features will begin rolling out shortly.
