Nine States Have Approved Qwest, CenturyLink Merger

CenturyLink and Qwest Communications announced that they have now received approval of their pending merger from nine of the states requiring it. The Public Service Commission
for the District of Columbia determined no action is necessary. As of last week, the companies have received approvals from regulatory agencies in Louisiana, Mississippi, California, Georgia, Hawaii, Maryland, Ohio, West Virginia, and New York. The
companies have already received antitrust clearance from the Department of Justice and the Federal Trade Commission. The telecom companies must receive approval from 12 additional states, as well as the Federal Communications Commission.

Cisco Acquires Arch Rock to Boost Smart Grid Unit

Cisco Systems completed its acquisition of Arch Rock, a privately held firm that develops IP wireless network technology for smart grid applications. According to Cisco, the
purchase will allow it to offer more comprehensive and highly secure metering infrastructure products that are fully IP and open standards based. The Arch Rock team will be incorporated into Cisco’s Smart Grid business unit.

Cisco Purchases ExtendMedia for its CMS Library

Cisco Systems acquired ExtendMedia, a provider of software based content management systems (CMS) for managing video content lifecycles. Cisco will use the ExtendMedia technology
to help service providers deliver multi-screen offerings as the market transitions to IP video. Presumably, it will allow them to deploy an end to end video architecture with access to any content, over any network, on any device. ExtendMedia’s CMS
software – which will integrate with Cisco IP video offerings – will be a core component of Cisco’s next generation video architecture, Cisco says. The majority of the ExtendMedia team will be integrated into Cisco’s Service Provider Video Technology
Group.

HP Completes Purchase of Fortify Software

Hewlett-Packard (HP) completed its acquisition of Fortify Software, which it will use to enhance its application lifecycle strategy. HP will use Fortify’s technology to add a
complete application security offering for securing mission critical applications within a heterogeneous environment. HP reported it will release further product integration plans at a later date.

IBM Agrees to Acquire Netezza for $1.7 Billion

IBM announced that it has entered into a definitive agreement to acquire Netezza, which makes a data warehouse appliances that combines storage, processing, database, and analytics into a single system  IBM is
purchasing the company for $27 per share, or a cash total of US$1.7 billion. IBM said the acquired company’s assets will be added to its own Business Analytics and Optimization Consulting business, and it will become part of the Information Management
division. The deal is expected to close some time in the fourth quarter of 2010.

L-3 Communications Acquires 3Di Technologies

L-3 Communications announced that it has acquired 3Di Technologies. 3Di provides specialized end-to-end secure satellite communications utilized by forward-deployed United States special operations and in-theater
personnel. Financial terms of the transaction were not disclosed. The business will be included in the Microwave Group within L-3’s Electronic Systems segment.

Safran, BAE Acquire L-1 Identity Solutions’ Businesses

Safran will acquire L-1 Identity Solutions for a total cash amount of USD $1.09 billion. Safran intends to operate L-1 as part of its existing security business, Morpho. BAE Systems will acquire L-1 Identity Solutions’ Intelligence Services Group, which is comprised of SpecTal, Advanced Concepts, and McClendon, for $295 million.

TIBCO Closes Acquisition of Proginet Corporation

TIBCO closed its acquisition of the Proginet Corporation. The deal greatly expands the company’s portfolio of file transfer software, as well as augmenting its overall software selection. Proginet has now been
absorbed into TIBCO Software, and its products will be available TIBCO’s numerous sales channels.

NCR Reaffirms Blockbuster Partnership Following Bankruptcy Filing

NCR released a statement reaffirming its partnership with Blockbuster, which includes its 7,000 Blockbuster-branded DVD movie rental kiosks. The reaffirmation is likely in response to the rental company’s recent
bankruptcy filing. As part of its statement, NCR assured readers that the kiosks are actually funded by its capital, not Blockbuster’s.

Oracle and Capgemini Team to Offer Focused Testing Services

Oracle and Capgemini expanded their relationship to include focused testing solutions. The joint effort, which will be called the Oracle Software Testing Center of Excellence,
will exist within Capgemini’s India business. The new segment will offer customers application development acceleration services via a set of automated testing tools. The companies also plan on training more than 6,400 Oracle employees on Oracle’s testing
protocols and software.

Verizon, TDC Parner for Nordic Operations

Verizon Business and TDC – a Danish telecommunications company serving the Nordic countries of Denmark, Finland, Iceland, Norway, and Sweden – announced an agreement under which
the companies will provide joint service and support to multinational companies based or operating in the Nordic region. The partnership calls for TDC to deliver in-country network, IT, and communications technology services and for Verizon to provide
global communication services. Verizon said employees from both organizations will work together to offer integrated IP and IT solutions, and a single point of contact for customers.

The Institute for Transfusion Medicine (ITxM) is deploying BIO-key TruDonor biometric identification technology. ITxM, an independent blood center, plans to use TruDonor to automate and reduce to time for patient
registration while reducing data entry.

L-1 Identity Solutions received $24.5 million in purchase orders for finger and iris biometric capture devices for the initial phase of India’s Unique Identification Number program. The orders include both Agile TP

European Union Strengthens Security on Gas Supply

The European Parliament has adopted the Security of Gas Supply Regulation. The new regulation calls member states of the European Union and gas companies to be fully
prepared in case of supply disruption, through emergency plans. The regulation should be formally adopted in the first half of October.

FEMA Document Offers Guidelines for Emergency Coordination

The US Federal Emergency Management Agency issued a document that details the importance for emergency operations centers
(EOCs) and fusion centers, which manage information for all levels of government, to coordinate intelligence and response in the event of some type of threat. The guide outlines the roles of fusion centers and EOCs within the fusion process, and provides
steps by which these entities can work together to share information and intelligence on an ongoing basis.

US Must Take Action to Preserve Water Supply, Says Coalition

A coalition of businesses, farmers, government agencies, and environmental nonprofit groups issued a report regarding water quality and supply in the US. The Johnson Foundation presented the report, Charting New Waters: A Call to Action to Address US Freshwater Challenges, to the Obama Administration. It discusses the challenges to the quality and supply of fresh water due to various
factors including pollution, global warming, and scarcity. The document offers actions to confront the threats to the water supply.

AT&T Launches U-verse Services in Charleston

AT&T has launched its U-verse TV, Internet, and voice services in Charleston, South Carolina. The launch covers parts of Berkeley, Charleston, and Dorchester counties, including the cities of Charleston, North
Charleston, Summerville, Mount Pleasant, Goose Creek, Kiawah, and Hanahan.

AT&T, Verizon Lay Out 4G Expansion Plans

Verizon Wireless and AT&T last week both laid out expansion plans for their LTE-based 4G networks over the coming year. CNet reported from
two industry conferences that the carriers’ plans were detailed just a few days after Clearwire (and its majority owner Sprint) announced their own, aggressive WiMAX 4G expansion plans. AT&T will reportedly launch commercial LTE service by the middle of
2011, with the goal of covering 70 to 75 million people by the end of 2011. Verizon plans to launch 4G service in 30 metro areas by the end of 2010 – cities with National Football League teams. The remainder of the US will see Verizon Wireless LTE service
rolled out in stages from 2011 to 2013. Average speeds from Verizon’s 4G network will most likely range from 5Mbps to 12Mbps for downloads and 2Mbps to 5Mbps for uploads, according to the CNet report.for the coming year. CNet reported from two industry

Bell Canada Adds Business News Network to Mobile TV Lineup

Bell Canada announced the launch of the Business News Network (BNN) on mobile phones, smartphones, and tablet devices running on its network. The channel, provided via Bell Mobile TV, features business and financial
news, as well as market analysis. The new channel is available as part of the standard Bell Mobile TV package, which starts at $8 per month, plus applicable data charges.

Bell Canada Launches High-Def On-Demand Satellite Video Service

Bell Canada announced the launch of Bell TV On Demand, an on-demand video service for Canadian satellite TV subscribers. The company claims that this is both the first service of its kind in Canada, and the first
service to offer select titles in full 1080p HD resolution. Bell TV On Demand is available to customers with a Bell HD PVR. On Demand titles will cost $6.99 each for a 48-hour period of access, and are available immediately after ordering.

BT Announces Free Fiber Upgrades for Bundle Customers

BT announced that customers who subscribe to a bundled broadband and telephone package with its company will be upgraded to its BT Infinity fiber-based service when it is deployed in their area for no extra monthly cost.
The company expects to have reached two thirds of UK premises by the end of 2015.

Clearwire, Sprint Launch 4G Internet Service in Orlando Area

WiMAX 4G provider Clearwire announced the availability of its CLEAR 4G Internet service for businesses and consumers in Orlando, Florida. The service area covers nearly 1.4 million people, Clearwire said.
Regionally, service extends north to Lake Mary, Florida; south to Kissimmee; east to Waterford Lakes; and west to Winter Garden, Florida. Sprint, which uses Clearwire’s network for its 4G offering, launched 4G service
in the Orlando area, as well.

Clearwire Announces Roaming Agreement with Japan’s UQ Communications

WiMAX-based 4G provider Clearwire announced that it has launched 4G roaming services with UQ Communications of Japan. As a result of the agreement, Clearwire and UQ customers using Intel WiMAX-embedded netbooks
and notebooks will be able to sign-up for a Day Pass and use unlimited data while travelling in the carriers’ service areas in Japan and the United States.

MetroPCS Launches First LTE 4G Commercial Service in US

MetroPCS introduced Long Term Evolution-based 4G service in Las Vegas, the first commercial LTE launch in the United States. MetroPCS said the prepaid service will cost either $55 or $60 per month, depending on the
plan chosen. In addition to Las Vegas, MetroPCS said more markets are “coming soon,” including Atlanta, Boston, Dallas, Detroit, locations in Florida, Los Angeles, New York City, Philadelphia, Sacramento, and San Francisco. The company said it will
continue 4G market launches later this year and into early 2011, and will add more LTE devices throughout 2011. The $55 plan will include unlimited voice, texting, and LTE data access. The $60 plan will add access to the carrier’s new MetroSTUDIO, which
offers multimedia content. The $60 plan also will provide access to video-on-demand content. The carrier said its LTE-capable Samsung Craft will be available in Las Vegas metropolitan area stores and online for $299, after a $50 instant rebate.

GSA Gives Government-wide Okay to Qwest MTIPS

The US General Services Administration has provided Qwest Government Services, a part of Qwest Communications, government-wide authority to operate for its Managed Trusted Internet
Protocol Service (MTIPS). MTIPS is available to government agency customers under Qwest’s Networx Universal and Enterprise contracts.The cloud-based MTIPS allows for physical and logical connections to the public Internet.

Verizon Moves to Electronic Delivery of Delaware White Pages

The Delaware Public Service Commission has granted Verizon Communications request to provide customers with an online, electronic version of Verizon White Pages directory listings as the primary means to access
residential telephone directory information. Beginning in January, most Verizon directories delivered in Delaware will not include residential white pages listings. At that time, customers can request that a free printed or CD-ROM directory of
residential listings be sent by mail by calling 1-800-888-8448.

Cray to Use Nvidia Graphics Processors in Supercomputers

Cray will put Nvidia graphics processors in future large-scale supercomputers, the companies annnounced. At Nvidia’s 2010 GPU Technology Conference, supercomputer leader Cray
announced that it is developing supercomputers that can use Nvidia Tesla 20-Series graphics processing units.

Amazon Announces Oracle Certified Applications for EC2 Service

Amazon Web Services (AWS) announced that a wide selection of Oracle software has been certified to run on its Elastic Cloud 2 (EC2) service via Oracle Virtual Machine. Major products
named in the new certification include Oracle’s E-Business Suite, PeopleSoft Enterprise, Siebel CRM, Fusion Middleware, Database, and Linux. The certification allows customers to use standard Oracle partitioned licensing models on software running on

AWS Adds 4 New Features to EC2

Amazon Web Services (AWS) announced the addition of four new features to its Elastic Cloud 2 (EC2) cloud computing service. The first is the addition of metadata tags for EC2 resources, which will allow users to create searchable items that persist between users. The second new feature further enhances
searchability by giving users the ability to filter their search results, while the third feature is the addition of customizable RSA Keys. The last addition is the ability to idempotently launch instances, thus preventing the accidental launch of multiple instances. All features are available now, and are designed for
customers with large deployments on the service.

BMC Software Announces Chatter for Service Desk

BMC Software announced that it has included Salesforce.com‘s Chatter 2 application in its BMC ServiceDesk on Force.com product. The new software is designed to help IT professionals by creating a social network
where they can interact with other personnel to ask questions, and seek insight into current problems. The software is available now from Force.com’s AppExchange 2.

HP Introduces Private Cloud Solutions for Oracle Apps

Hewlett-Packard (HP) announced new integrated, private cloud products optimized for Oracle applications such as PeopleSoft Enterprise, the E-Business Suite, and Fusion Middleware.
HP’s Private Cloud Solutions for Oracle Applications include hardware and software to support one-touch provisioning within a multi-tiered environment. According to HP, this helps shorten the deployment process.

Oracle Launches Self-Contained Cloud System

Oracle CEO Larry Ellison announced the launch of a completely self-contained cloud computing system called the Exalogic Elastic Cloud.
The high performance hardware and software product is designed to run both Java and non-Java applications on its 64-bit x86 processors, InfiniBand-based I/O fabric, and solid-state storage drives. The machine features interoperability with Oracle Database
11g, Oracle Real Application Clusters, and is able to run any application in Oracle’s catalogue.

Raytheon Launches Web-based Collaboration Tool for C&C Line

Raytheon subsidiary Raytheon Solipsys announced that it has added a Web-based visualization and collaboration tool to its command and control (C&C) product line. The C&C software is designed to allow for the
transmission of maps, and other tactical data in a layered format for viewing by remote operators. This latest update allows users to access these features through a standard Web browser.

Zoho Announces Revamped Zoho Creator User Interface

Zoho announced the launch of a revamped user interface for its Zoho Creator Web app. Improvements include the addition of tab-based multitasking, categorical icons, an increase in the number of forms that can be viewed
simultaneously, and a one-click method of creating a new component. The company also noted that a revamped home page for the Zoho Creator app is in the works, but did not give a specific timeframe for its release.

Alcatel Deploys CDMA PTT Service for China Telecom

Alcatel-Lucent successfully deployed its code division multiple access (CDMA) high performance Push to Talk (PTT) service for China Telecom, for commercialization
throughout the country. According to Alcatel, the CDMA PTT solution will provide 3G customers with voice interaction without the delays usually associated with traditional, circuit switched voice services. It allows one-to-one and one-to-many group calls
to be established across the wireless service coverage area. China Telecom’s 3G subscribers can access voice, data, and PTT services from one handset. The contract was secured by Alcatel-Lucent Shanghai Bell.

Alcatel to Deploy Converged Safety Network for Berlin Airport

Alcatel-Lucent deployed a converged safety and security communications network for Flughafen Berlin-Schonefeld, the operating company of Germany’s new Berlin-Brandenburg International Airport. The network –
operational in May 2011 – will integrate voice and data communications and security related applications such as video surveillance and control center communications. It will accommodate more than 45 million travelers.

Huawei Showcases Cutting Edge DSL Prototype

Huawei Technologies showcased a 700M-bps DSL prototype in Hong Kong, which it claims is the first of its kind in the world. Presumably, it will allow operators build high bandwidth, future proof broadband access
networks with SuperMIMO technology, making it better suited for ultra broadband services. Current DSL broadband wireline communications reaches a data rate of just 100M bps.

Hurricane Electric Reports Certified IPv6 Users in 171 Countries

Hurricane Electric, an IPv6-native Internet backbone and colocation provider, announced that the company’s IPv6 certification, Tunnel Broker, and Free DNS Service have more than 113,000 combined users in 171 countries.
The company said it has also certified more than 1,400 IPv6 “Sages,” the highest level of certification. To complement Hurricane Electric’s IPv6 support tools, the company has launched a YouTube
channel
to give members of the networking community weekly updates on the state of IPv6 transition and IPv4 address-space exhaustion, as well as a hands-on look at best practices.

Juniper Deploys Network Data Center for France’s CFM

Juniper Networks deployed a network data center – running the Junos operating system – for Capital Fund Management (CFM) in Paris, France, to help it upgrade its global trading infrastructure. CFM’s new network
supports algorithm based trading engines, as well as the real time market data backbone that underpins all trading and investment decisions based on statistical analysis of markets.

Motorola to Deploy Public Safety System in North Carolina

Motorola‘s Solutions business is preparing to install a first responder digital radio system – valued at $7 million – for Dare County in North Carolina. The radio system will allow public safety agencies
throughout the county to interact with one another, as well as with agencies on the state’s VIPER emergency radio system. The system includes an integrated voice and data simulcast network with six voice sites and nine paging sites. It will go live in
2011. The Motorola Solutions unit also announced a partnership to deploy advanced video security for the University of Delaware’s security staff.

NEC, Transmode to Upgrade StarNet’s Moldova Network

NEC Eastern Europe is working with Transmode – a provider of optical networking products – to upgrade StarNet’s national optical network with Transmode dense wavelength division multiplexing (DWDM) technology. StarNet
provides Internet services throughout the nation of Moldova in Eastern Europe, including IPTV, high speed broadband, Web hosting, and server installation. NEC is one of Transmode’s main installation and distribution partners, has managed the implementation
of StarNet’s new optical network, based on eight 10G-bps DWDM channels.

NEC Tests the iPASOLINK Platform in Poland

NEC Poland announced it successfully tested the iPASOLINK backhaul platform in Warsaw. Tests included hitless Adaptive Modulation Radio at high channel capacities, Synchronous Ethernet, and a functional subset of the
Ethernet Operations and Maintenance standard.

Nokia Siemens Demonstrates 200G bps over Optical Fiber

Nokia Siemens Networks conducted a lab trial in which it succeeded in transmitting data at a speed of 200G bps over standard optical fiber. The development is expected to eventually make way for future,
400G networks. The trial follows Nokia Siemens Networks’ recent announcement of 400G-ready, dense wavelength division multiplexing equipment. Network operators are expected to start deploying 400G-ready optical networks by 2011.

Nokia Siemens, MegaFon Complete 4G Data Call

Nokia Siemens Networks and Russian network operator MegaFon conducted a 4G mobile broadband data call, during a demonstration at the IX International
Investment Forum Sochi 2010. High speed longterm evolution (LTE) data transmissions were conducted on Nokia Siemens’ commercial end to end LTE system. The call demonstrated peak rates of up to 100M bps.

ZTE Launches NetNumen U31 Element Management System

ZTE announced the launch of its element management system (EMS) NetNumen U31. The company claims the new system is the first in the industry to offer the management of both fixed-line and mobile equipment in a
centralized control center. ZTE says the system is capable of integrating with industry-level platforms, including 2/3/4G RAN, MSAN and xPON, datacom/microwave/optical transmission, CS/PS/IMS CN, VAS, and IT devices. ZTE plans on marketing the new
management system to carriers across the globe.

ZTE Signs with Indonesia’s Telekomsel to Test LTE Network

ZTE announced that it has signed a LTE test agreement with PT Telekomunikasi Selular (Telkomsel), the largest mobile carrier in Indonesia. ZTE will use its Software Defined Radio (SDR) technology to upgrade the
carrier’s service from its existing 2G/3G hybrid network to LTE. Implementation of the switchover began in August 2010.

Accenture Signs Contract Extension with National Australia Bank

Accenture announced that it has signed a contract extension with National Australia Group Europe (NAGE), a subsidiary of National Australia Bank, to continue to provide application development and management
services. The original agreement was signed in 2007. The new extension will expire in the year 2015.

Accenture Teams with Baltimore Gas and Electric to Launch Smart Grid

Accenture announced it has teamed with Baltimore Gas and Electric to implement a smart meter network for 1.2 million customers in central Maryland. The goal of the program is to reduce peak energy usage, and
improve customers service by increasing stability. For its part, Accenture will provide system integration services and project management for the initiative. No financial terms were disclosed.

BT Signs 5-Year IT Networking Agreement with Debenhams

BT announced the signing of a five-year contract with Debenhams, a UK-based retailer. The deal will see BT transforming the company’s IT network to run on its high-speed 21CN software-driven network infrastructure. The

US, Hong Kong Top Spam Producers

Hong Kong has moved into second place behind the US in the running for the top spam producers during the month of August, 2010 according to a new malware report from Kaspersky Lab. After holding the 17th spot in July, Hong Kong jumped to second place one month later, but the most noticeable difference in this ranking is that Facebook was
not targeted by phishing as much in the month of August. The quantity of Facebook attacks fell by more than 10 times compared to the previous month’s figure.

Proofpoint: More Security Breaches from Employees Using Social Media

A new survey from security firm Proofpoint finds more organizations are dealing with data loss and security breaches due to employee use of social media sites. Proofpoint polled 261 IT decision makers at
organizations with more than 1000 employees. Respondents were asked about the frequency of data loss events in the past 12 months, as well as their concerns, priorities, and policies related to email, the Web, social media, and other sources of data loss
risk. The survey found 20 percent of companies polled had investigated the exposure of confidential, sensitive or private information via a post to a social networking site. In many instances, the events have been severe enough to lead to job loss or
disciplinary action, with seven percent of companies reporting termination of an employee for social networking policy violations. Another 20 percent disciplined an employee for not following social networking policy.

SAP Launches “Rapid Deployment” Software Line

SAP is unleashing a set of “Rapid Deployment” software applications that can be rolled out in as little as 12 weeks, the company said. The products include a combination of software, services, and content at a
predefined cost, and can be run on-premise or hosted by SAP or its partners. Subscription pricing is available for the applications, which will be launched initially in North America and German-speaking countries, SAP said. The initial wave of Rapid

Adobe Posts Record-Setting Revenue, Gains Across the Board

Adobe released its financial results for the third quarter of its 2010 fiscal year. The company reported a record-setting revenue of $990.3 million, versus the $697.5 million reported for the same period in 2009, this
represents 42% growth year over year. Operating income for the quarter totaled $302 million, almost double the Q3 2009 total of $167.6 million. Gains in net income were only slightly more modest, with the quarterly total coming in at $230.1, compared to
$136 million, during the corresponding quarter of 2009. These results generated an earnings per share total of $0.44, versus $0.26 during the aforementioned previous quarter.

Oracle released its financial results for the first quarter of its 2011 fiscal year. The company reported a total revenue of $7.5 billion, a 48 percent increase year-over-year. Operating income rose 10 percent to
$1.9 billion, while net income saw a 20 percent jump bringing it to $1.4 billion. This resulted in an earnings per share total for the quarter of $0.27. In the same earnings release Oracle announced that its board of directors has approved a quarterly

Red Hat Posts Increased Revenue, Declining Profit in Q2 2011 Financial

Red Hat announced its financial results for the second quarter of its 2011 fiscal year. The company posted a total revenue of $220 million, a 20% increase over the same period in 2010 when it reported a revenue of
$156 million. The company’s net income did not fare as well, dropping from $29 million in Q2 2010 to $23.6 million this quarter. This reduced earnings per share from $0.15 to $0.13 during the same period. Among the reasons named for the declining profit
was a “foreign currency head wind,” according to company CEO Jim Whitehurst.

Verizon Wins Contract from Health & Human Services Agency

Verizon Business announced that the US Department of Health and Human Services has awarded it a new $169 million contract to manage and secure the agency’s Internet protocol
(IP) and data networks, which provide a platform for day-to-day operations. Those operations include processing Medicare claims and providing health care to remote areas via telemedicine applications. The new award was made under the US General Services

Google Updates Transparency Report, Adds New Data, Government Blocks

Google announced a major update to its Transparency Report page. In addition to adding data on governmental requests for information for the first six months of 2010, the new update also adds the ability to track whether traffic interruptions around the globe were the result of
a failure in Google’s systems, or were government induced blockages. Google says the new accessibility tracking page will replace its Mainland China Service Availability chart, and will provide the same level of information for countries around the

ICANN Approves Update to Global Policy for Autonomous System Numbers

The Internet Corporation for Assigned Names and Numbers (ICANN) announced that its executive board has ratified the Proposed Global Policy for Autonomous System Numbers as submitted by the Address Supporting
Organization (ASO) Council. The updated policy extends the time during which RIRs (Regional Internet Registries) can operate two separate pools of numbers until December 31, 2010. Autonomous System Numbers are assigned to all networks which connect to
multiple other networks, and assign their own routing policies.

The Internet Corporation for Assigned Names and Numbers (ICANN) opened a public comment period on a proposition, put forward by VeriSign, to allow numeric-only and numbers & hyphens domain names under the .NAME agreement. ICANN has already determined that the proposal does not raise any significant competition, security, or stability issues. The

ICANN Publishes CWG Report on Controversial Recommendation 6

The Internet Corporation for Assigned Names and Number (ICANN) released a report produced by its Cross Community Working Group (CWG)
on the implementation of GNSO Recommendation 6. The recommendation, which is contained in the new proposed Domain Name System parameters, states “strings must not be contrary to generally accepted legal norms relating to morality and public order that are
recognized under international principles of law.” ICANN says the report addresses concerns on such topics as how the recommendation can be carried out without risking violations of freedom of speech statutes. The CWG’s findings will be available for

All Major US Carriers to Offer Samsung Galaxy Tab

AT&T plans to offer the new Samsung Galaxy Tab – a competitor to the Apple iPad – in time for the holiday season. Powered by Google’s Android 2.2 platform, the Samsung Galaxy Tab
boasts a 7-inch touch screen, 1Ghz Hummingbird application processor, support for Adobe Flash Player 10.1, Samsung content service Media Hub, Samsung Social Hub, and dual cameras. AT&T said it will sell the Galaxy Tab in its company-owned retail stores and
online in the coming months, with other distribution partners to be announced at launch. Pricing for the tablet and AT&T data plan options will also be announced closer to the launch date, AT&T said. AT&T joins Sprint,
Verizon Wireless, and T-Mobile USA in announcing plans to carry the Galaxy tablet device.

Google Taking Legal Action Against “Rogue Pharmacies”

Google announced that it is taking legal action against “rogue pharmacies” that are using its advertising service to illegally market drugs on the Internet. The company is targeting the advertising agencies that it
believes are helping these pharmacies circumvent its preventative measures designed to reject exactly this type of ad. Google says it hopes the case will stand as a deterrent in the future to drug sellers and ad agencies that would consider violating its
advertising restrictions.

HP and Oracle Settle Litigation Regarding Mark Hurd

Hewlett-Packard (HP) and Oracle announced they resolved their ongoing litigation regarding Oracle’s hiring of deposed HP CEO Mark Hurd. While many of the settlement terms will be kept
confidential, it is know that Hurd agreed to waive his rights to more than 340,000 shares of HP stock, worth at least $15.3 million USD. His separation agreement allowed him to claim these as a performance reward. Hurd will get to keep the $12.2 million in
cash that he received as severance. HP also confirmed that Hurd will adhere to protecting confidential HP information during his tenure with his new company. In August, Hurd resigned from HP for misconduct concerning alleged fraudulent expense
claims.

BBC: Some Think Stuxnet Malware Targeted Iranian Infrastructure

The BBC reported that some security experts believe one of the most sophisticated pieces of malware ever detected – the Stuxnet worm – “was probably targeting ‘high value’ infrastructure in Iran.” Others researchers
say that Stuxnet’s complexity suggests it could only have been written by a “nation state”, according to the BBC report. Stuxnet is believed to be the first worm designed to target real-world
infrastructure such as power stations, water plants, and industrial units. It was first detected in June and has been intensely studied ever since. “The fact that we see so many more infections in Iran than anywhere else in the world makes us think this
threat was targeted at Iran and that there was something in Iran that was of very, very high value to whomever wrote it,” Liam O’Murchu of security firm Symantec, who has tracked the worm since it was first detected,
told BBC News. Some security experts speculated that it could have been aimed at disrupting Iran’s delayed Bushehr nuclear power plant or the uranium enrichment plant at Natanz. Others, however, told the BBC that that there was currently not enough
evidence to draw conclusions about what Stuxnet’s intended target was or who had written it. Initial research by Symantec showed that nearly 60% of all infections were in Iran. That figure still stands, according to the BBC, although India and Indonesia
have also seen relatively high infection rates.

US Recording and Movie Industries Hit with Coordinated Attacks

PandaLabs said that users at 4chan, a popular image board responsible for many Internet memes such as the Rickroll, lolcats, and the “Anonymous” assault on the Church of Scientology, publicly announced a
coordinated DDoS attack against the Motion Picture Association of America and the Recording Industry Association of America (RIAA) in retaliation for the hiring of an Indian based software firm, which carried out similar attacks on file sharing sites. The
attacks resulted in the RIAA Web site going offline for over 90 minutes.

Symantec: Mobile Employees Exhibit Harmful Browsing Habits

Symantec‘s latest MessageLabs Intelligence Report documented that remote and office-based employees who use the vendor’s Hosted Web Security Service are more likely to trigger a Web site block based on corporate
policy infringement when on the road rather than in the office. The analysis found that blocks for the downloads category are 5.4 times more likely to be triggered by mobile workers just as
shopping, search engines, and personals and dating categories are all more frequently blocked for workers outside the office than those who are inside while blocks on adult/sexually explicit content was more likely to be attempted from the workplace.

This Week’s Twitter Attack Launched by Hacker in Japan

A massive attack on Twitter earlier this week appears to have originated in Japan by a computer hacker, according to an AP story. The attack, which hit the blogging site on Tuesday and
involved cross-site scripting which enabled users to run JavaScript programs on other computers, is believed to have come from someone named “Masato Kinugawa” who says he was only trying to help Twitter patch the vulnerability, which he discovered back in
August. Kinugawa alleges that he contacted Twitter last month about this flaw, but received no response, so he launched the attack to get Twitter’s attention.

Amazon Announces Updated Kindle App for Android

Amazon announced the release of an updated Kindle app for the Google‘s Android mobile operating system. New features includes full text searches by voice or text, integrated

Google Releases New Android Gmail App in Android Marketplace

Google announced the release of an updated Gmail application for its Android operating system. The primary change in this latest release is the fact that it is being made available as a download from the Android
Marketplace. Unlike previous iterations, Gmail will no longer require an update to the entire Android operating system for any changes to be made. Improvements to the newest version include a new persistent toolbar at the top of the screen, a “show quoted
text” option, and limited Priority Inbox support. The new Gmail is available as a free download from the Android Marketplace for all phones running version 2.2 (Froyo) of the operating system.

Study Finds Many US Adults Don’t Use Mobile Apps They Have

Some 35% of US adults have software applications or “apps” on their phones, yet only 24% of adults use those apps. Many adults who have apps on their phones, particularly older adults, do not use them, and 11% of cell owners are not sure if their phone
is equipped with apps. This according to a recent study released by the Pew Internet & American Life Project. Among cell phone
owners in the survey, 29% have downloaded apps to their phones and 13% have paid to download apps. “An apps culture is clearly emerging among some cell phone users, particularly men and young adults,” said Kristen Purcell, Associate Director for Research
at the Pew Internet Project. “Still, it is clear that this is the early stage of adoption when many cell owners do not know what their phone can do.” Broadly speaking, the study results indicate that while apps are popular among a segment of the adult cell
phone using population, a notable number of cell owners are not yet part of what Pew calls “the emerging apps culture.”

Verizon Wireless and Asurion announced Mobile Recovery, a web- and phone-based application that can help customers recover lost or misplaced phones. Asurion’s Mobile
Recovery app is offered at no additional charge as part of Verizon Wireless’ Total Equipment Coverage program on compatible devices. The app also enables customers to remotely lock the device, sound an alarm, and wipe contacts from the phone. If the phone
is not recovered, Total Equipment Coverage (TEC) provides for next-day replacement. Fees for TEC are $5.99 per month per covered phone, and a $39 non-refundable deductible per approved claim, and – for smartphones and other advanced devices, $7.99 per

Siemens to Carve Out IT Solutions, Services as LLC

Siemens announced it will carve out its Siemens IT Solutions and Services subsidiary as a separate company on October 1st, resulting in the elimination of around 4,200 jobs
worldwide (2,000 in Germany). The resulting limited liability company – which will be known as SIS – will remain a longterm IT service provider and preferred IT solutions partner for Siemens’ Energy, Industry, and Healthcare Sectors. Siemens’ plan includes
an additional 200 million EUR ($267 million USD) in investments to fund reorganizing SIS’ current solutions portfolio, employee training, financing for bidding, and startup costs for strategic orders in the solutions and outsourcing areas. SIS – which has
seen its revenues decline by more than a quarter in the last two years – will remain a 100 percent subsidiary following the carve-out. As announced it March, Siemens’ focus will be shifted from seven business units to three. Siemens will also invest 100
million EUR to upgrade its switchgear manufacturing plant in Berlin, by 2015.

Verizon Wireless President and CEO Lowell C. McAdam has been named president and chief operating officer of Verizon Communications, reporting to Chairman and CEO Ivan G.
Seidenberg, effective Oct. 1, 2010. The appointment of McAdam by the Verizon Board of Directors is part of the succession process for when Seidenberg retires from the company. McAdam will have responsibility for the operations of Verizon’s network-based
businesses – Verizon Wireless and Verizon Telecom and Business – as well as Verizon Services Operations. Also reporting to him will be the technology management and CIO functions. Separately, Verizon named Francis J. Shammo, currently president of Verizon
Telecom and Business, to become executive vice president and chief financial officer of the company, effective Nov. 1. Shammo will succeed John F. Killian, who has announced he will retire around the end of the year. Verizon also announced that Daniel S.
Mead, currently executive vice president and chief operating officer at Verizon Wireless, will become president and chief executive officer of Verizon Wireless, succeeding McAdam. The company also said that John G. Stratton, currently chief marketing

Preventing Internet radicalization of youth requires global police network, INTERPOL Chief tells police summit Secretary General warns of threat posed by ‘skyrocketing’ number of extremist websites

PARIS, France – An international gathering of senior police officials focusing on terrorism and the prevention of the radicalization of youth has heard the head of INTERPOL describe the era of the Internet as easing the path to radicalization, which he
said was a global threat that only international police networks could fully address.

Speaking at the two-day International Association of Chiefs of Police (IACP) summit (21-22 September) in Paris – alongside IACP President Michael Carroll and the Director of the French National Police, Fr‚d‚ric P‚chenard – INTERPOL Secretary General Ronald
K. Noble said that terrorist recruiters exploited the web to their full advantage as they targeted young, middle class vulnerable individuals who were usually not `on the radar of law enforcement’.

“The advent of the Internet has made the process of radicalization easier to achieve and the process of combating it that much more difficult, because many of the behaviors associated with it are not in and of themselves criminal,” said Secretary General
Noble.

“The threat is global; it is virtual; and it is on our doorsteps,” said the head of INTERPOL, pointing to the `skyrocketing’ number of extremist websites, from 12 in 1998 to 4,500 just eight years later.

Mr Noble said that preventing radicalization required police to use international police networks, and that in this respect INTERPOL was uniquely placed to support police worldwide as a network of law enforcement agencies from 188 member countries, linking
police worldwide via its I-24/7 global police communications system, global databases and network of National Central Bureaus, so as to empower front-line officers with access to the information they need to establish the links between terrorism and other
criminal activities.

With INTERPOL having created its database of stolen and lost travel documents (SLTD) in response to the threat posed by terrorists using fraudulent passports to plan or carry out attacks, the world police body’s chief said that with more than 22 million
records submitted by more than 150 countries, the database was the only global repository of its kind.

The police summit also heard that through INTERPOL’s global network of anti-terrorist specialists, that more than 120 member countries contribute data on active terrorist groups through INTERPOL’s Fusion Task Force, its primary counter-terrorism
initiative. The registry includes close to 10,000 names of wanted or suspected terrorists.

“It is only through INTERPOL’s network that this type of information can be disseminated quickly throughout the world in order for law enforcement to effectively counter the virtual base of operations which extremists exploit on the Internet,” said Mr
Noble.

The two-day IACP summit, which also brings under its umbrella FRANCOPOL, the association representing the international French-speaking police community, will review the issue of youth in terrorist and radical activities, recruitment methods by terrorist
recruiters, as well as the role of law enforcement in de-radicalization programmes and prevention strategies.

INTERPOL is the world’s largest international police organization, with 188 member countries. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities and services whose mission is to
prevent or combat international crime.

Senators Look to Improve Federal Protective Services with New Bill

GovExec reported that a group of US senators have introduced a bill that would improve the Department of Homeland Security‘s Federal Protective Service (FPS), which provides

Leased Space Requires Better Security: GAO

In April 2010 the Interagency Security Committee (ISC), comprised of 47 federal agencies and departments and chaired by the Department of Homeland Security (DHS), issued Physical Security Criteria for Federal
Facilities. Since the federal government relies heavily on leased space, the Government Accountability Office (GAO) reviewed the standards and identified challenges that exist in protecting leased space and how the 2010
standards address these challenges. The GAO recommended that DHS instruct ISC to establish a working group to determine guidance for working with lessors, and to incorporate this guidance into a future
ISC standard.

Purple Communications to Pay $22 Million Settlement for Overbilling

The US Federal Communications Commission (FCC) announced that its Enforcement Bureau has released a consent decree with Purple Communications that requires the company to pay
approximately $22 million to the Telecommunications Relay Service (TRS) Fund, ending investigations into whether Purple overbilled the TRS Fund by artificially inflating TRS usage. TRS is a service that allows people with hearing or speech disabilities to
communicate over the telephone – through an interpreter – with people who do not have such disabilities. The Americans with Disabilities Act established the TRS Fund, under the FCC’s oversight, to ensure that individuals with hearing or speech
disabilities who use TRS can do so at the same rates hearing people pay for regular telephone service. TRS providers like Purple are paid for their services through the TRS Fund.

FCC Opens Up “White Space” Spectrum for “Super Wi-Fi”

The US Federal Communications Commission has voted to free up vacant airwaves between TV channels – called “white spaces” – to unleash a host of new technologies, such as “super Wi-Fi,” and other applications. This is
the first significant block of spectrum made available for unlicensed use in more than 20 years, the agency said. The vote permits unlicensed operation of devices operating
below 900 MHz, and in the 3 GHz Band. The agency hopes to see devices with the new technology start to appear within a year. The vote comes two years after the FCC first voted to open up the spectrum; a period during which device makers worked to iron out
technical issues to ensure the new technology does not interfere with TV signals or wireless microphones.

FCC Updates E-rate Program to Bring Faster Fiber to Schools, Libraries

The Federal Communications Commission announced changes to its E-rate program – changes made with the goal of bringing fast, affordable Internet access to schools and libraries across the US. The agency said that, while
the E-rate plan has met many of its original goals, basic broadband connectivity is too slow for today’s needs. According to a recent FCC survey, 78 percent of E-rate recipients say they need faster connections to meet the speed and capacity demands of
their students, teachers, and library patrons. The FCC said its E-rate changes will make it easier for schools and libraries to get the highest speeds for the lowest prices by increasing their options for broadband providers and streamlining the
application process. The FCC’s upgrades to E-rate include: allowing participants to use E-rate funds to connect to the Internet in the most cost-effective way possible, including via unused fiber optic lines already in place across the country and through
existing state, regional, and local networks; giving schools the option to provide Internet access to the local community after students go home; launching a pilot program that supports off-campus wireless Internet connectivity for mobile learning devices;
and improving the E-rate program by indexing the cap on E-rate funding to inflation. Formally called the Schools and Libraries Universal Service program, the E-rate program provides up to $2.25 billion annually to support telephone and Internet connections
at US schools and libraries.

comScore Shows Google Continuing to Slip in August 2010 Search Ranks

comScore released its search engine ranking for August 2010. August’s explicit core search, which excludes contextually driven searches, showed Google on top with a -0.4% change
for the month, leaving it at 65.4%. Yahoo at 17.4% and Microsoft at 11.1% seemed to split Google’s loss, gaining 0.3% and 0.1% of the market respectively. Ask.com remained flat with 3.8%, as did AOL with 2.3%. Total Core Search statistics showed a similar, though more dramatic, transfer of market share. Google lost 1.1% here, dropping it to
60.5%. Again, its loss was Yahoo and Microsoft’s gain. Yahoo rose 0.9% to 21.0%, while Microsoft gained 0.2% to reach 12.8%. Ask.com and AOL were flat here as well, maintaining 3.5% and 2.2% of the market, respectively.

Twitter Explains Cause and Resolution of “onMouseOver” Breach

Twitter released a postmortem explanation of the recent “onMouseOver” incident which affected the entire Twitter.com site. The security flaw surfaced in the early morning hours of September 21. The exploit used a fault
in the site’s cross-site scripting (XSS) to allow some individuals to change the color of outgoing tweets, create a pop up box when a malicious tweet was moused over, and force readers to unknowingly retweet the message when clicked on. Twitter said the
issue did not affect any users of the numerous third or first-party Twitter applications. The issue was fixed later in the morning on the same day.

Report: Most Apps Not Meeting Acceptable Security Levels

Veracode reviewed more than 2,900 software applications and discovered that 57 percent of those tested were found to have unacceptable application security quality on first submission to the vendor’s testing
service. In its State of Security Report: Volume 2, Veracode found that third party cod failed to achieve acceptable security standards 81 percent of the time.

IBM Launches Line of Power7 Systems for Mid-Size Businesses

IBM announced the launch of a new line of entry-level Power7 systems designed specifically for the needs of mid-sized businesses. The new models are the IBM Power 710, 720, 730 and 740 Express. These systems are all

Freescale Energy Intros Home Energy Gateway for Smart Grid Technology

Freescale Semiconductor introduced a Home Energy Gateway (HEG) reference platform at the recent Metering Europe conference. The platform is designed to serve as a method of delivering value-added services to
consumers in areas supporting smart grid technology. The services will include usage data collection, management of Home Area Network (HAN) appliances, dashboards, and remote control of compatible appliances. The HEG will be marketed to OEMs and utility
companies when it launches in the fourth quarter of 2010.

AT&T Launches Cellular/Satellite Smartphone, Service

AT&T announced the launch of Satellite Augmented Mobile Service with the TerreStar GENUS dual-mode cellular/satellite smartphone. AT&T said the smartphone is intended to be used primarily as an everyday mobile device.
The TerreStar GENUS smartphone is a dual-mode device with cellular wireless capability as the primary default mode, and satellite access capability as a secondary option for voice, data, and messaging.The phone sells for $799 without a two-year contract,
and requires regular AT&T voice and data service plans. It uses the AT&T network where it is available. The option to be able to switch over to the satellite costs $25 extra per month, and then 65 cents per minute of calling. The phone runs Windows Mobile
6.5 software and has a full-alphabet keyboard. It can send and receive data over the satellite, which means it can be used for e-mail, text messaging, and Web surfing in that mode. The phones will communicate with the world’s largest commercial satellite,
owned by TerreStar, which launched last year.

Facebook Reported to be Working on Android Based Phones with INQ

Facebook is working on producing a pair of mobile phones with handset manufacturer INQ Mobile, Bloomberg reported. Bloomberg’s sources say the phones will run a customized version of Google’s Android operating
system which has been customized with a high level of Facebook integration. The report claims the phones are expected to launch during the first half of 2010 in Europe, during the second half in the US, and that AT&T is currently deciding whether or
not to carry the devices. Other predictions in the report say one device will be a touchscreen model, while the other features a qwerty keyboard. Facebook has so far declined to comment, saying only that they do have a relationship with INQ.

Sprint, Kyocera Launch Sanyo Vero

Kyocera Communications, which makes Kyocera and Sanyo-branded wireless devices, announced the immediate availability of Sanyo Vero by Kyocera for the Sprint network.
Vero is available now through Sprint’s direct ship sales channels including Business Sales, Telesales, and Web sales. It will be available in all remaining Sprint retail channels beginning October 10. Vero costs $9.99 with a new two-year service agreement
and a Sprint data plan. The phone boasts an “extra-large” keypad, camera, and GPS technology.

Diaspora Open-Sources Code, Asks for Dev Community Support

Diaspora open-sourced the code behind its developing social networking site. The new site, which is designed to be a privacy-centric alternative to Facebook, is now
accepting submissions from the development community on improving the site prior to its launch. Diaspora plans a tentative alpha phase of deployment in October, although it does not guarantee what features of the site will be live at that time. The current
top priorities for the development of the network include Facebook integration, internationalization, and data portability. A list of development trackers and methods of contributing are available from the social network’s press page.

Canada’s Privacy Commissioner Examining Facebook’s Like Button

Canada’s privacy commission says Facebook has met its privacy concerns over the social network’s highly-controversial updates earlier this year, but is
that the Facebook review is "not over." The commission plans to investigate how privacy is being handled in regard to Facebook’s “Like” button. The button, which appears on thousands of sites around the Internet, allows Facebook users to
post an update to their account showing a link to the page they “Liked.” These partner Web site were not part of the original investigation, and thus warrant further review, the commission said in a press release.

Salesforce.com Launches Updated Chatter 2 Client

Salesforce.com announced the release of the second edition of its Chatter business social networking product. Chatter 2 introduces a new standalone desktop client running on Adobe‘s AIR platform. Both the standalone and Web-based versions of the update include new functionality, such as updated filtering options, searchable hashtags, user and group recommendations, and pop-up notifications.
Chatter 2 is available to businesses on the Force.com platform.

Seagate Launches 1.5 TB, 2.5 Inch Portable Drive

Seagate Technology has launched the first 1.5TB 2.5-inch portable external drive. With its newest FreeAgent GoFlex, Seagate figures users can store up to 60 high-definition movies, about 750 video games, thousands
of photos, or tens of thousands of hours of digital music. The drive ships with a USB 3.0 interface cable, which Seagate says accelerates the transfer speed of a drive up to 10 times when connected to a USB 3.0 port, as compared to being connected to a USB
2.0 port. Seagate said it is pricing the latest FreeAgent GoFlex device at $250. The new 1.5TB GoFlex is now shipping in the United States; the company said it will sell it globally later this year.

Avaya Government Solutions announced a new Unified Communications (UC) solution for government and civilian agencies. The updated Avaya Aura Application Server 5300 provides session initiation protocol based voice,
video, and multimedia conferencing and collaboration. It was developed to offer high levels of security to accommodate its use in military operations. It also meets US Department of Defense (DoD) and federal government security and service assurance

Motorola Providing Mesh WAN for Stratford, Canada

Motorola‘s Solutions business provided the outdoor 802.11n mesh wide area network (MWAN) to Stratford, Ontario, Canada utility company Festival Hydro, to deliver enhanced municipal services. It claims that – by
2011 – the network will leverage approximately 400 mesh nodes, providing high speed mobile access throughout the city and allowing for remote collection of smart meter data from homes and businesses, with excess capacity to be used for high speed Internet
access.
