profits of $6.1 billion, or $1.05 per share. Revenues were $40 billion, up 11 percent from fiscal 2009 revenues of $36.1 billion. According to Chambers, because Cisco sales are largely dependent on the capital spending of large corporations, phone

INTERNET

[return to top of this report]

Google, Verizon Outline Vision for “Open Internet”

Verizon and Google unveiled their vision of the “open Internet,” saying Internet service providers should be allowed to charge higher fees to route traffic for new premium
services over separate, dedicated networks. The companies said they believe, however, in prohibiting providers from slowing, blocking, or charging extra to prioritize “regular” Internet traffic. The new types of services that would ride over dedicated
networks are as yet undefined, the companies said, but “examples might include health care monitoring, the smart grid, advanced educational services, or new entertainment and gaming options.” The companies said their proposal includes safeguards to ensure
that such online services must be distinguishable from traditional broadband Internet access services and “are not designed to circumvent the rules.” The companies also said the rules – which they want backed by FCC enforcement powers – should apply only
to wireline broadband networks, not wireless broadband networks, a position wireless broadband carriers strongly support. The companies are offering their proposal as “a starting point” for the US Congress as it drafts network neutrality rules for
broadband providers. The announcement comes just days after the Federal Communications Commission ended its closed-door sessions designed to reach a compromise with the agency’s goals and those of Internet content giants
like Google and carriers like Verizon. Reaction to the companies’ joint proposal has been rolling in all week, some supportive and some highly critical. Debate over the FCC’s role in
regulating broadband Internet services and preserving the concept of net neutrality is likely to continue for many months.

Facebook rops Google Over Net Neutrality, eBay, Amazon Also Pipe UP

Facebook has parted ways with Google over its recent “open Internet” proposal (with Verizon). The social networking giant released a statement calling Google’s attempt to create
a stratified mobile Internet the "wrong approach." Facebook believes the implementation of such a plan would only serve to stifle innovation, and take ultimate control of the Web away from consumers. Although Google maintains that its joint
proposal with Verizon adheres to the concept of net neutrality, Facebook is not the only major player to disagree. eBay registered its concerns, saying that although it plans to review the Google/Verizon proposal, it
remains committed to a free and open Internet. Amazon, which said it supports the right of network operators to offer “additional services,” also said that portions of the Verizon/Google’s proposal raise concerns for
consumer access to services.

FCC Halts Closed-Door Net Neutrality Meetings

The US Federal Communications Commission (FCC) halted closed-door meetings with Internet content companies and access providers that were designed to reach a consensus on how to balance carriers’ network management
concerns with the principle of net neutrality that demands all data be treated equally as it is routed over the Internet. The FCC decision followed press reports that Google and Verizon were near a separate deal to allow faster speeds for Web sites (e.g., YouTube) that paid a higher fee to the carrier. In a statement, Edward Lazarus, FCC Chief of Staff, said: “We have called off this round of
stakeholder discussions. It has been productive on several fronts, but has not generated a robust framework to preserve the openness and freedom of the Internet – one that drives innovation, investment, free speech, and consumer choice. All options remain
on the table as we continue to seek broad input on this vital issue.”

FCC Commissioner Faults Google, Verizon Proposal

While the FCC did not immediately comment on the policy proposal by Google and Verizon concerning their vision of an “Open Internet,” agency commissioner Michael J. Copps did issue a terse statement, and it was not complimentary. Copps said: “Some will claim this
announcement moves the discussion forward. That’s one of its many problems. It is time to move a decision forward – a decision to reassert FCC authority over broadband telecommunications, to guarantee an open Internet now and forever, and to put the
interests of consumers in front of the interests of giant corporations.”

Global Crossing Gives Qualified Support to Verizon/Google Proposal

Global Crossing weighed in on the debate surrounding the Verizon/Google legislative proposal that would establish a “second” Internet allowing faster transit for some types of data, calling it “a constructive
addition to the debate over net neutrality.” The carrier added, however, that “the ultimate success or failure of any net neutrality proposal, including the Verizon/Google proposal, hinges on the ability of service providers to establish the necessary
interconnection arrangements required to support the delivery of advanced services across multiple networks.” Global Crossing said it “looks forward to working with industry and government to establish these peering arrangements that are so critical to the
delivery of feature-rich Internet services to all consumers.”

Net Neutrality Group Slams Verizon/Google Proposal

The SavetheInternet Coalition – a group comprising several advocacy groups including MoveOn.Org, Civic Action, Credo Action, the Progressive Change Campaign Committee, ColorofChange.org, and Free Press – has
registered its strong objection to the “Open Internet” policy proposal issued by Verizon and Google. The coalition believes the
proposal, if adopted, “would end the Internet as we know it.” A spokesman for the group said the proposal would lead to “outright blocking of applications and content on increasingly popular wireless platforms.” Net neutrality supporters in Congress are
also concerned about wireless broadband being left out of the proposal. “Today’s proposal leaves out essential elements that should be a part of FCC action to ensure a free and open Internet,” Rep. Edward J. Markey (D-Massachusetts) said in a statement.
“The proposal does not apply its prohibition against blocking or slowing Internet traffic to wireless broadband services, for example, and it doesn’t mention the need to ensure consumers’ privacy online, a glaring omission as examples abound of companies
tracking and targeting users’ every click.” Other major players in the debate, including AT&T, said they plan to “carefully study” the proposal.

Level 3 Expresses Reservations about Open Internet Proposal

Level 3 has praised some aspects of the “Open Internet” proposal from Google and Verizon, while expressing significant concerns about other parts of the proposal. In a press release, Level 3 said: “While there is
much to praise in the Verizon-Google statement, there are also areas that require more attention. Allowing last-mile access network owners to create a ‘paid priority’ data service raises a number of concerns, especially since most consumers have a choice
of only two wired broadband Internet suppliers, and since contention for limited capacity seems inevitable because consumers’ demand for broadband is greater than the existing networks’ capacity.” Level 3 noted that it is “encouraged by the progress made
by Verizon and Google, and look forward to working with the industry and with the government to advance policies that encourage innovation, investment and competition within the broadband Internet market.”

Pew Reveals Slowing Broadband Growth, Resistance to Government Aid

The Pew Internet & American Life project revealed its findings on broadband proliferation in the US. The primary revelation of Pew’s report showed that broadband growth, previously in the double digit
percentiles for several years, had slowed to a mere 3 percent since 2009. This brings the current percentage of US adults with a broadband connection at home to 66 percent. However, one statistic that bucked this trend was the fact that African-American
broadband adoption grew 22 percent since last year. Several reasons for the slowdown in overall adoption can be gleaned from the phone survey Pew used to gather research. 21 percent of Americans, the majority of the 33 percent without broadband, simply do
not see a need for any Internet connection whatsoever. Additionally, most respondents, 53 percent, believe that the government should either refrain from promoting broadband, or should see it as a low priority.

comScore Reports 109% Year-Over-Year Growth for Twitter in June

comScore released its latest numbers on the volume of visitors who accessed Twitter in June. The statistics showed a total of 93 million visitors to the site during the month.
This constituted a 109 percent year-over-year increase. Although most regions (excluding North America) contributed to this total with triple digit growth, the true standouts were Indonesia, Brazil, and Venezuela. Latin American countries as a whole showed
305 percent growth when compared to last year. At least a portion of this success can be attributed to one factor: the fact that Venezuelan president Hugo Chavez began tweeting during this period. It should also be noted that none of these statistics
include users who access Twitter via an application, such as TweetDeck, or even Twitter’s own mobile apps.

Twitter Adds “Fast Follow” Accountless Method of Receiving SMS Updates

Twitter announced a new SMS, or text-message, service for mobile users. Anyone, even those without a Twitter account, can now text a Twitter user name, without the accompanying @, to 40404 to instantly be added to a
“Fast Follow” list. This does not add the individual to the account’s actual list of followers, however, the user will receive all future tweets from that account as text messages. Fast Follow joins a long list of existing text-message-based services
usable on the Twitter network, including receiving updates via text, and requesting a list of a given users most recent texts. The ability to Fast Follow without an account is currently only available in the US, but Twitter says it is working with numerous
international carriers to bring the feature to other countries soon.

Twitter Creates Official “Tweet Button”

Twitter announced the launch of an official Tweet Button. The new tool will let Web site owners and administrators add an official button to their pages similar to third party “tweet this” and “retweet” buttons that
have been in circulation for some time. Upon clicking on the button, users will be presented with a text entry box, which will be pre-populated with shortened link leading to the page they are currently viewing. They can then enter the remaining text of
their choice into the message before posting it to Twitter. Data collected from which sites each user uses the Tweet Button on will also be used to provide suggestions on accounts they may wish to follow. Twitter says that it developed this button in
collaboration with TweetMeme, the company responsible for the aforementioned “retweet” button. Interested parties can download the code necessary to embed the button on Twitter’s Goodies page.
