Cisco Completes Purchase of DVN’s Set Top Box Unit
Cisco Systems completed the acquisition of DVN Holdings’ set-top box business, and incorporated it into Cisco’s International Cable Business Unit. The acquisition will allow Cisco to offer its Chinese customers an end
to end package that includes both box products and Cisco IP Next Generation Network technology. The business’ operations – including design, sourcing, logistics, marketing, sales, and service – will be run entirely from within China.

IBM Buys Cast Iron Systems to Bolster Cloud Offerings
IBM acquired software company Cast Iron Systems, which it said will bolster the firm’s cloud computing portfolio. IBM said the deal will help customers integrate cloud applications
from such providers as Salesforce.com, Amazon, NetSuite, and SAP. Cast Iron is a privately-held company, with 75 employees. Financial terms of the acquisition were not released.

Private Equity Firms Buy IDC for $3.4 Billion
Interactive Data Corporation (IDC) is being sold to private equity frms Silver Lake and Warburg Pincus for $3.4 billion in cash, including a $2 billion payment to majority-owner Pearson. Pearson – which owns the Financial Times, Penguin Books, and a large education publishing business – said it would use the proceeds from the sale of its most profitable unit to accelerate expansion through
acquisitions. Pearson said it would look for acquisitions with a particular focus on technology and services that complement its international, consumer, and professional-education businesses. According to Reuters, over the past year, Pearson has bought
small and medium-sized companies to expand its education operations in India and China. IDC – which provides reference data, markets pricing and trading infrastructure services to customers including mutual funds, asset managers and banks – said its
new owners are committed to supporting its global expansion.

NetCarrier Acquires SNiP Link
NetCarrier – a regional telecom provider serving business customers in Southeastern Pennsylvania, New Jersey, and Delaware – has acquired Pennsauken, New Jersey-based SNiP Link.
SNiP provides voice, data, and colocation services for customers in the same region, primarily business customers. Financial terms of the deal – announced last month – were not released. NetCarrier said the acquisition increases its core commercial voice
and data customer base by more than 30 percent. NetCarrier and SNiP both started as ISPs, transitioning to competitive local exchange carriers in the last decade. NetCarrier is headquartered in Lansdale, PA.

Opera Buys Web-Based E-Mail Provider FastMail.fm
Opera Software announced that it has acquired Web-based e-mail provider FastMail.fm. The acquisition will enable Opera to expand its current messaging product portfolio and deliver cross-platform messaging to a wide
range of devices, including computers, mobile phones, TVs and gaming consoles. FastMail.fm is headquartered in Australia. Following the acquisition, Opera said it will be able to offer a consistent e-mail experience across all its browser products.
Financial terms of the deal were not released.

Apax Partners to Acquire Majority Interest in Sophos
Sophos has reached a definitive agreement to sell a majority interest in the company to Apax Partners, a global private equity group, in a transaction worth $830 million. When the transaction is completed, the
founders of Sophos will retain a significant minority shareholding. TA Associates, a minority shareholder in Sophos since 2002, will sell its full interest to Apax in this transaction.

Unisys Sells Health Information Management Unit to Molina
Unisys announced it completed the sale of its Health Information Management (HIM) business, to Molina Healthcare. The $135 million sale is subject to adjustment. The
HIM business provides system solutions and business process outsourcing services for state governments. The unit generated $110 million in revenues last year.

Sony, Intel, Google, Logitech Working on Internet/TV Devices: Report
Bloomberg, citing “people familiar with the matter,” said Sony next month will unveil home-entertainment devices that use Intel chips and Google software. According to the report, the companies plan to discuss the
new products at a conference sponsored by Google in San Francisco on May 19-20. The three companies have been working with Logitech on ways to add more Internet content to televisions, and Logitech is reportedly working on a keyboard that would work as a
remote control.

IBM, WINUEL Announce Metering Software in Poland
IBM Poland and WINUEL announced a smart metering package focused on intelligent electricity use. The software – which allows utility companies and clients to better manage energy consumption – is based on
service oriented architecture, using WINUEL programming components and IBM WebSphere. It provides real time monitoring features, and can be integrated into virtually any utility company’s platform. It was developed jointly, with the IBM Software
Laboratory, in Krakow. IBM also announced at Polish media company Agora SA purchased four POWER7 systems, to streamline its services operations.

Oracle Updates Utilities Mobile Workforce Mgmt. Software
Oracle released Utilities Mobile Workforce Management 2.0, software that provides a single interface for helping dispatchers and supervisors use a single interface, to communicate with field workers, regardless of
the device in use. It allows utilities to upgrade all devices at the same time, regardless of device or network, and allows users to communicate via SMS or text message, over mobile phones and other low maintenance devices. The update includes features for

Clear Service May Get Second Chance at US Airports
The New York Times reported that a monthly subscription service that allows people to jump to the head of airport security lines by submitting to a fingerprint or iris scan may be getting another chance. Fingerprint
scanners will be used to identify subscribers to the service, to be called Clear. The assets of Verified Identity Pass, the start-up that ran the Clear service in 18 airports in the United States and shut down about a year ago in a dispute with creditors,
were acquired for $6 million in a federal bankruptcy proceeding on April 16. The winning bidder, AlClear, is led by two former investment managers and backed in part by Robert V. LaPenta, chief executive of L-1 Identity
Solutions, a biometrics company based in Stamford, Connecticut, that supplied kiosks and other technology to the original Verified Identity Pass. The new company, to be renamed Clear, will be based in New York. LaPenta and Michael Chertoff, a former
secretary of the Department of Homeland Security, will sit on its board. Clear may begin operations this Fall, according to the Times report.

Siemens Developing Blocking Technology for German ID Cards
Siemens IT Solutions and Services was commissioned by Germany’s Federal Ministry of the Interior to develop and integrate IT software for blocking the functions of the country’s new ID card technology. Beginning in
November, German citizens can use the card to identify themselves, when using e-government or e-business services, over the Internet. The card’s electronic identity feature allows the user to have the card blocked should it be lost or stolen. Siemens will
act as the general contractor for the project, and is cooperating with the German Federal Printing Office.

Sprint, Comcast, Clearwire Announce 4G Rollout Plans for this Summer
Clearwire, Comcast, and Sprint announced plans to launch their respective 4G mobile Internet services in additional US cities this Summer:
Jacksonville and Daytona, FL; Kansas City, KS; Nashville, TN; St. Louis, MO; Salt Lake City, UT; Merced, Modesto, Stockton, and Visalia, CA; Wilmington, DE; Grand Rapids, MI; Eugene, OR; and Yakima and Tri-Cities, WA. Each company will offer the 4G service
under its own brand name. Clearwire’s 4G service is branded CLEAR; Comcast’s is High-Speed 2go; and Sprint’s service is called Sprint 4G. Clearwire said its 4G mobile broadband service is available now in 32 US markets; services are offered by Clearwire
and Sprint in each of the 32 markets, and by Comcast in selected markets.

Sprint Offers 4G Services to Additional Cities in Pennsylvania
Sprint and Clearwire (which is majority owned by Sprint) announced the launch of 4G mobile broadband services in the Pennsylvania cities of Harrisburg, Lancaster, Reading, and
York. Sprint is also offering residents of these cities its Free Guarantee, under which customers can try 4G for 30 days and if they are not satisfied, can cancel the service and apply for a refund. Sprint said it now offers 4G in 32 US markets.

Intel Launches Atom Chip for Smartphones, Tablets
Intel announced the launch of its Atom chip for smartphones and tablets. Previously known by the code name “Moorestown,” the Atom Z6 processor series be used in smartphones and tablet computers. To date, Intel’s Atom
has been used primarily in netbooks, and has been widely adopted by PC makers.

IDC: Semiconductor Revenues Down 9% in 2009
Worldwide semiconductor revenues decreased 9% year over year in 2009 to US$225.1 billion, according to a new study by International Data Corporation (IDC). IDC’s study found the industry was hit especially hard in the
first half of 2009 due to the global economic downturn. Despite the recession, the largest vendors held steady or grew revenue and market share compared to 2008, thanks to a sharp snapback in chip demand in the latter half of 2009. Intel, with total
semiconductor revenues of $33.8 billion in 2009, once again was the market leader. It also increased its share of the semiconductor market by about 1% to 15.2%. Second place Samsung saw its semiconductor revenues increase by about 6.7% over 2008. For the
year, the top five chip suppliers were Intel, Samsung, Texas Instruments, Toshiba, and Qualcomm, respectively, according to IDC. Together, these five suppliers maintained about 34.3% of the market.

IBM Opens Cloud Computing Lab in Singapore
IBM opened a new cloud computing facility in Singapore. IBM said the new facility will work closely with local businesses, government, and research institutions to design and deploy their own cloud environments. It is
part of a network of facilities that IBM operates in Hong Kong, Ireland, Vietnam, China, South Africa, Japan, Brazil, India, South Korea, and the US.

Agilent Updates Signal Studio Software for 3GPP LTE
Agilent Technologies updated its Signal Studio for 3GPP longterm evolution (LTE) and 89600 vector signal analysis software. Signal Studio runs on Agilent signal generators and emulators. It was developed for
engineers, performing design and verification of LTE components. New features include: support for the 3GPP standard version, introduced last December, and features supporting evolved Node B and user equipment.

Alcatel-Lucent announced it has signed a major five-year agreement with BT for the UK-based carrier’s link21st Century Network (21CN). BT will use Alcatel-Lucent’s High

Australia’s VERNet Completes Optical Networking Trial
Ciena announced that VERNet – an education and research network in Australia – has completed a successful trial of Ciena’s 40G and 100G optical networking solutions on
its live DWDM (dense wavelength division multiplexing) network. VERNet spans 1872 kilometers (1163 miles) across Victoria, the second most populous state in Australia. It provides more than 180 network services to its ten member institutions.

Huawei Technologies reported it assisted China Mobile Communications in launching a time division – longterm evolution / system architecture evolution
(TD-LTE/SAE) trial network, which the vendors claim offers 10X faster data downloads than existing 3G networks. The network is being used to serve the 2010 Shanghai World Expo Park, and some key pavilions, to provide access to mobile broadband services,
high definition video transmission and video conferencing, video monitoring, and video on demand and live broadcasting.

Level 3 to Provide Voice Termination Services to VIP
Level 3 announced that it has been selected to deliver voice termination services to VIP Communications, which provides prepaid long-distance service in the US and some 30 other
countries. Under the contract, Level 3 will provide international voice termination services to VIP, with real-time reporting and routing as well as real-time pricing. VIP Communications provides long-distance and international calling services via land
lines and cell phones.

Motorola Completes First Phase of LTE Field Trials in China
The Networks business of Motorola announced that it has successfully completed Phase I TD-LTE field trials with China’s Ministry of Industry and Information Technology (MIIT). The trial included performance and
mobility test cases in a multi-sector, multi-site environment, Motorola said. Motorola is now ready to begin Phase II TD-LTE field trials in China, with increased focus on applications and quality of service.

Motorola‘s Mobile Devices and Home business released the new MCN100 compact optical node, designed to help European cable operators offer new high definition and streaming video services. It extends fiber optics

Motorola‘s Mobile Devices and Home business announced it has been selected to provide new EuroDOCSIS 3.0 solutions for Kabel BW, a German cable network operator. The deployment will allow Kabel to offer

Nokia Siemens Providing Outsourcing for Vodafone Hutchison
Mobile operator Vodafone Hutchison Australia (VHA) is outsourcing its network operations, and a key portion of its equipment supply, to Nokia Siemens Networks, part of a seven year agreement. The
contract includes service management for part of VHA’s mobile network – including core, transmission, and radio networks – and equipment supply, for its core network. Nokia Siemens will combine two existing operations, and consolidate two core
networks.

US Treasury Sites Hacked
AVG researchers discovered that three Web sites belonging to the Department of the Treasury were hacked this week. Visitors to the sites were redirected to a hacker Web site in the
Ukraine that then unleashed malware. The three sites were all script injected with iframe HTML code, but it is still not known how the hackers were able to attach the code to the three sites.

Asus Rolls Out its EeeKeyboard PC Offering
Asus International launched the EeeKeyboard PC, which features a PC concealed within a keyboard. It includes a five inch, multi-touch panel, with on-screen cursor. It can be connected to a HDTV, monitor, or projector,
to become a full functional PC. It also provides a wireless computing platform, with Ultra wideband wireless display, for streaming high definition 720p videos.

Google Releases Web App Vulnerability Tutorial
Google said it has released (in conjunction with Google University) a new “codelab” on common types of Web application vulnerabilities. Codelabs are interactive programming
tutorials that walk participants through specific programming tasks. Part of the new codelab demonstrates how an attacker can exploit Web app vulnerabilities. The vulnerabilities covered by the lab include
cross-site scripting (XSS), cross-site request forgery (XSRF) and cross-site script inclusion (XSSI), as well as client-state manipulation, path traversal, and AJAX and configuration vulnerabilities.

ADC Narrows Second Quarter Loss With Fewer Charges
ADC reported that its losses narrowed for the fiscal second quarter – ended April 2, 2010 – compared to a year ago quarter in which the network equipment maker’s results were weighed down by charges. ADC posted net
losses of $12.5 million, or $0.13 per share, including certain charges and other items, totaling $22 million. This was up significantly from 2009 fiscal second quarter losses of $434 million. Revenues were $274 million, a 6.8 percent increase from 2009
fiscal second quarter revenues of $256.6 million.

Electronics Parts Shortage Drive Steep Revenue Decline for Alcatel
Alcatel Lucent posted a 9.8 percent decline in revenue for the first quarter. The communications equipment maker said the economic recovery was accelerating so rapidly it was unable to obtain enough basic electronic
parts to meet the demand of US operators. According to the company’s chief executive, the shortages contributed to a 9.8 percent decline in Alcatel-Lucent’s sales in the first quarter, which fell to 3.25 billion euros (US $4.16 billion), from 3.6 billion
euros in the first quarter of last year. The net loss at the Paris-based company, which was created by the 2006 merger of Alcatel of France with Lucent Technologies, widened to 515 million euros (US$ 655 million ) from a 405 million euro loss a year
earlier. Adjusted for currency fluctuations, Alcatel-Lucent sales rose 6 percent in North America during the quarter, to 1.11 billion euros (US$1.4 billion), while sales fell by 19 percent in the Asia-Pacific region, by 9 percent in Europe, and 23 percent
in the rest of the world.

America Movil Profit Held Down by Increased Taxes
America Movil, Latin America’s largest mobile operator, reported that first quarter profit was 16.87 billion pesos (US$1.38 billion), or 0.52 peso per share, up from MXN 16.56 billion, or 0.50 peso per share,
in the first quarter of 2009. According to Total Telecom, a 57.5% increase in taxes, to MXN10.49 billion, kept profits flat versus the same period last year. Sales rose 9.8%, to MXN98.68 billion, of which MXN87.64
billion corresponded to service revenues. America Movil said that data services represented 21.3% of its service revenues in the quarter, up from 16.4% a year earlier. Earnings before interest, taxes, depreciation and amortization grew 12.4% to MXN42.28
billion. Total Telecom said the carrier added 5.5 million subscribers during the quarter, bringing to 206.4 million its wireless subscriber base in 17 countries in the Americas. “Wireless penetration is estimated to have reached 92% in our region of
operations (excluding the US) at the end of March,” the company said.

Capgemini Issues Optimistic Forecast
European IT services firm Capgemini is forecasting a return to profitable growth in the second half of 2010, saying the firm seesst “real signs of recovery in the IT industry,” and after reporting revenues of 2.05
billion EUR ($2.6 billion USD) for the 2010 first quarter, ended March 31st. Still, this was down nearly seven percent from 2009 first quarter revenues of 2.2 billion EUR. One key sign of optimism is that Capgemini has begun hiring again; it had been
forced to shed more than 5,000 jobs during the economic downturn.

CenturyLink, Qwest Post First Quarter Results
CenturyLink announced operating results for the first quarter 2010, which included the positive effect of its Embarq acquisition completed July 1, 2009. CenturyLink comprises the former CenturyTel and Embarq.
CenturyLink announced last month that it plans to acquire Qwest Communications. Qwest posted its quarterly financial results, as well. Both companies recorded declines in the number of landline customers but CenturyLink
posted increased profit and revenue numbers. For the first three months of 2010, CenturyLink posted net income of $252.6 million, or 84 cents a share, up from $67.2 million, or 67 cents a share, in the first quarter of 2009. Revenue tripled to $1.8 billion
from $635.4 million in the year-ago first quarter. Qwest recorded quarterly net income of $38 million, or 2 cents a share, down from $206 million, or 12 cents a share, a year ago. Revenue fell 6.5% to $2.97 billion. Qwest, the legacy carrier in 14 Western
US states, reported a 10.5% decline in total phone lines, including business and wholesale, to 9.66 million. CenturyLink’s base of local customers fell 8.4% to 6.9 million lines, adjusted for the Embarq purchase.

Cincinnati Bell Revenue Down Slightly; Profits Up
Incumbent local exchange carrier Cincinnati Bell announced financial results for the first quarter of 2010. Revenue was $324 million, a decrease of 1 percent compared to the first quarter of 2009. Cincinnati

Cleawire Posts 72% Surge in Revenue; Says LTE Is Future Option
Clearwire reported a 72% surge in first-quarter revenue as the wireless broadband services provider added 283,000 subscribers, reaching a total of 971,000 customers. Clearwire markets its service through its own
brand (CLEAR) as well as through its wholesale relationships with Sprint, Comcast, and Time Warner Cable. Those firms are among Clearwire’s financial backers, as are Intel Capital, Google, and Bright House Networks. Sprint owns 55% of Clearwire’s stock.
Clearwire posted a loss of $94.1 million, or 48 cents a share for the quarter ended in March, compared with a year-earlier loss of $71.1 million, or 38 cents a share. Revenue soared 72%, to $106.7 million. The company also said average revenue per retail
customer rose to $42.77 from the fourth quarter’s $39.86. Looking ahead, Clearwire said it will sell two Clear-branded WiMAX smartphones by year-end, and that it has revised its WiMAX-exclusive technology agreement with Intel, thereby giving Clearwire the
option of adopting LTE. On the handset front, the company said that a Samsung Android-based “3G/4G/WiFi device optimized for heavy video and video communications use” will makes its debut this year, as well as a 3G/4G/WiFi-enabled phone from HTC.

Earthlink’s First Quarter Revenue, Profit Down
ISP Earthlink reported revenue of $157.3 million in the first quarter of 2010, a 4 percent decline from the fourth quarter of 2009, and down 21 percent from the first quarter of 2009. Broadband services comprised
59 percent of EarthLink’s revenue in the first quarter of 2010, up from 58 percent in the prior quarter and 55 percent in the year-ago quarter. For the first quarter of 2010, EarthLink’s net income was $26.7 million, or $0.25 per share, as compared to net
income of $32.5 million, or $0.30 per share, in the first quarter of 2009. The company’s subscriber losses continued, but at a slower pace, with net subscriber losses of 118,000 in the first quarter, an improvement from 137,000 in the fourth quarter of
2009 and 208,000 in the year-ago quarter. Earthlink said it continues to “aggressively manage expenses.” Total sales and marketing, operations, customer support, and general and administrative expenses were $45.3 million for the first quarter of 2010, a 22
percent reduction from the fourth quarter of 2009 and a 29 percent reduction from expenses in the year-ago quarter.

France Telecom Earnings Down for First Quarter
France Telecom said its first quarter earnings declined as revenue from business sales fell. Earnings before interest, tax, depreciation, and amortization dropped 5.5 percent to 3.76 billion euros ($4.97
billion) from 3.98 billion euros a year earlier. Revenue dropped 2.7 percent to 10.96 billion euros. In a press release, the company said it “proved its ability to maintain its performance in terms of revenues and profitability against the backdrop of an
economic and regulatory environment that remains difficult.” On April 22, Swiss regulators rejected a proposed merger of France Telecom’s Swiss operations with those of TDC A/S on competition grounds.

Global Crossing Posts Wider First Quarter Loss
IP-based network services providerGlobal Crossing reported a first-quarter loss of US $120 million compared to a loss of $59 million in the same period last year. Loss per share was $1.99 compared to a loss
of $1.04 in the prior year. Company officials said the loss widened primarily because of unfavorable foreign exchange impacts, an increase in interest expense, and higher depreciation and amortization. Global Crossing’s re revenue for the period was $648
million compared to $609 million in the first quarter of last year.

Level 3 CEO Optimistic Despite Wider Loss
Level 3 reported revenue of $910 million for the first quarter of 2010, compared to revenue of $980 million for the first quarter, 2009. Its net loss for the first quarter 2010 was $238 million, or $0.14 per share.
Excluding a loss of $54 million, or $0.03 per share on the debt payments, the net loss was $184 million, or $0.11 per share. This compares to a loss of $132 million or $0.08 per share for the first quarter 2009. CEO James Crowe was optimistic, however,
saying “We are encouraged by the positive improvement we’ve seen this year for both sales and churn.” He added that demand for broadband services “is providing sales opportunities across the company.”

McAfee Revenues Jump 12% in Q1 2010
McAfee reported revenues of $502.7 million for the first fiscal quarter that ended on March 31. This represented a 12 percent increase over the first quarter of 2009’s revenues, which were $447.7 million. Net income
for the quarter fell 30 percent to $37.6 million, or $0.23 per share, from $53.5 million, or $0.34 per share, in the same quarter one year ago.

Prepaid Provider MetroPCS Reports Strong First Quarter
MetroPCS reported record first quarter earnings and subscriber growth for the period ended March 31, 2010. The prepaid provider said it had revenues of approximately $971 million, an increase of 22% over the first
quarter of 2009. Adjusted EBITDA (Earnings Before Interest, Taxes, Depreciation and Amortization) were approximately $224 million, an increase of about 13% over the first quarter of 2009. The company said its churn rate improved in the quarter – at 3.7%,
down from 5.0% during the first quarter 2009. MetroPCS added 692,000 subscribers in the quarter, surpassing 7 million subscribers, with approximately 1.3 million net subscriber additions over the last 12 months.

Symantec Releases Q4, Year-End Financials
Symantec reported that its revenues for the fiscal fourth quarter, which ended on April 2, was $1.53 billion. For the fiscal year, revenue was $5.99 billion. Net income for the fiscal fourth quarter was $184
million, or $0.23 per share, compared with a net loss of $264 million, or a loss of $0.32 per share, for the same quarter last year. Net income for fiscal year 2010 was $714 million, or $0.87 per share, compared with a net loss of $6.8 billion, or a loss

Toshiba Eyes Year End Return to Profits
Toshiba reported that it continues to recover from deep economic losses but was doing better as its 2010 fiscal year ended on March 31, 2010. Toshiba reported either smaller losses or better profits at all of its
key business units, despite an across-the-board drop in sales. Net losses were 19.7 billion JPY ($212 million USD), an improvement from 2009 fiscal losses of 343.6 billion JPY. Revenues were 6.4 trillion JPY, a four percent year to year drop. The better
results are due in part to a round of cost cutting and cost reduction measures that Toshiba imposed as the financial year began in April 2009. Business was also helped by slightly better economic conditions in the second half of the year, the company
said.

Raytheon Wins Air Force Contract for Jammer Variant
Raytheon announced that the US Air Force has awarded the company a $48.9 million contract to begin engineering, manufacturing, and design of its Miniature Air Launched Decoy stand-in jammer variant. The MALD
vehicle is a decoy flight vehicle weighing less than 300 pounds with a range of approximately 500 nautical miles (about 575 statute miles). The jammer variant adds radar-jamming capability to the basic MALD platform.

FCC Chairman Sees “Third Way” to Regulate Broadband Services
The chairman of the Federal Communications Commission announced his strategy for moving forward toward regulating broadband Internet service despite a recent court ruling that the FCC has limited powers to do so. FCC
Chairman Julius Genachowski outlined his “third way” in a formal statement posted at the FCC’s Web
site. Outlining the two approaches widely discussed in the wake of the Comcast versus FCC decision, Genachowski said he had “serious reservations about both of these approaches.” The approaches he rejected are: reclassifying Internet communications as
a telecom service; or relying on Title I “ancillary” authority while indirectly drawing on provisions in Title II of the Communications Act that seem to give the FCC the needed authority to regulate broadband services. Genachowski described his preferred
approach – the “third way” – as a narrow, tailored approach that would provide the FCC “only the modest authority it needs to foster a world-leading broadband infrastructure for all Americans.” Specifically, the “third way” would: recognize the
transmission component of broadband access service – and only this component – as a telecommunications service; apply only a handful of provisions of Title II that, prior to the Comcast decision, were widely believed to be within the FCC’s purview for
broadband; forbear from applying sections of the Communications Act that are unnecessary and inappropriate for broadband access service; and put in place up-front boundaries to guard against regulatory overreach.

WSJ: Google to Open e-Bookstore this Summer

Domain Name System “Health” Report Released
ICANN, which oversees the Internet’s domain name system, announced it has released Measuring the Health of the Domain Name System, a new whitepaper that presents the findings from the recently-held 2nd Global Annual Symposium on Domain Name System (DNS)
Security, Stability and Resiliency. The Symposium endeavored to analyze the state of understanding regarding DNS health, the key vital signs for the DNS, and how measurement and assessment of DNS health might be improved. Among the Symposium’s findings:
there is no consensus on what precise set of parameters define a “healthy” DNS; and the DNS community needs to develop an interim high-level consensus of DNS “vital signs” that can be used to determine DNS system health, evaluating coherency, integrity,
speed, availability, and resiliency.

Internet Milestone: First Non-Latin Characters being Used for TLDs
For the first time in the history of the Internet, non-Latin characters are being used for top-level domains. The first IDN (Internationalized Domain Name) country-code top-level domains (TLDs) were
inserted in the DNS root zone this week. The countries are Egypt, Saudi Arabia, and United Arab Emirates. These are the first IDN ccTLDs to appear online as a result of the Fast Track Process approved by the ICANN board at its annual meeting in Seoul,
South Korea on October 30, 2009. ICANN oversees the Internet’s domain name system. The IDN effort has been underway since 2006, and involved resolving a number of technical (and policy) issues. The total number of requests received in the Fast Track
Process is 21. The requests span eleven different languages, including: Chinese, Arabic, Russian, Sinhalese, Tamil, and Thai.

Chrome Browser Surges; IE Drops below 60% Market Share
Ars Technia reported that, as of April, fewer than 6 out of 10 people now use Microsoft’s Internet Explorer. According to the Ars Technica analysis, the browser trends it has seen over the past several months are continuing with no sign of alteration. Those trends: IE continues to slip, Firefox and Opera are fairly static, Safari is very slowly
moving forward, and Chrome is pushing ahead at breakneck speeds. According to the publication, during April, only Internet Explorer and Opera failed to show positive growth. Between March and April, Internet Explorer dropped a significant 0.70 percent
(from 60.65 percent to 59.95 percent) and Firefox increased 0.07 percent (from 24.52 percent to 24.59 percent). Chrome jumped a sizeable 0.60 percent (from 6.13 percent to 6.73 percent), Safari gained 0.07 percent (from 4.65 percent to 4.72 percent), and
Opera dipped 0.07 percent (from 2.37 percent to 2.37 percent).

Verizon Says FCC Chairman’s Proposal “Legally Unsupported”
Within hours of the FCC chairman’s “Third Way” proposal for regulating broadband services, Verizon Communications weighed in with its concerns. In a publicly-released statement, Tom Tauke, Verizon executive vice president of public affairs, policy and communications, said the FCC chairman’s announcement
“raises obvious concerns about whether the chairman is suggesting a path that could ultimately harm consumers and inhibit the innovation and investment he wants to encourage. ” Verizon’s response concluded: “We believe that the chairman’s stated approach
is legally unsupported. The regulatory and judicial proceedings that will ensue can only bring confusion and delay to the important work of continuing to build the nation’s broadband future.”

Apple Claims 1 Million iPads Sold Already
Apple said it has sold 1 million of the new iPad tablet computers in the month after the table device’s launch, a rate the company said is twice as fast as the iPhone smartphone sold when it was new. Apple said it
reached the iPad milestone April 30th, when the new 3G model of the device was delivered to its first buyers.

PC World: Facebook Adding Apps without Your Knowledge
An article in PC World reported that Facebook may be adding applications to profiles without users knowing it. When Facebook users visit other sites, the popular social
networking site may be adding them to users’ profiles. It seems that Facebook users don’t need to be signed into the site for this to happen or for a Facebook window to even be open. The added applications appear to be related to Facebook’s sharing tools.
There are no opt-out options on Facebook to prevent this from occurring.

ABC News Moving Assets to Digital
ABC News plans to cut about 35 positions worldwide in an effort to redeploy assets to digital divisions, according to a two-year strategic plan outlined by ABC News President David Westin in an internal e-mail to
the division that was circulated to reporters. The cuts represent about 1% of the division’s workforce. At the same time, according to a report from Broadcasting & Cable, the company is adding positions in

AT&T announced that it has signed a contract with HealthEx, a specialist courier for healthcare companies, to help manage shipments and deliveries for HealthEx customers in the
US. Under a new two-year contract, HealthEx will implement an e-Courier application on more than 200 AT&T devices. HealthEx will use a variety of AT&T’s rugged devices to run its third-party e-Courier application, which supports mobile management of all
incoming and outbound shipments to healthcare facilities in New York City, Chicago, and other cities in New Jersey, New York, and Pennsylvania.

Microsoft, Nokia Announce First Jointly-Developed Mobile Application
Microsoft and Nokia launched the first product developed from their collaboration effort announced last August: the Microsoft Communicator Mobile for Nokia devices. The new
unified communications client – which will compete for RIM’s BlackBerry business client base – connects directly with an enterprise communications system, letting people see a colleague’s availability and click to communicate instantly via IM, email, text
message, or phone call. The names and status of colleagues are embedded directly into a device’s contacts application, enabling people to update their own presence, start and join instant messaging sessions, and begin calls directly from the contact card.
Owners of Symbian-based Nokia E-series smartphones can immediately download the English version of Communicator Mobile from Nokia’s Ovi Store. The companies plan to deliver Communicator Mobile for Nokia
pre-installed on other Nokia smartphones in the future, and plan to support additional devices, including the recently announced Nokia E5.

Google Invests $38.8 Million in North Dakota Wind Farms
Google announced the firm has made its first direct investment in a utility-scale renewable energy project: two wind farms that generate 169.5 megawatts of power, enough to power more than 55,000 homes. The search
giant, which has been involved in funding alternative energy projects for several years, is investing $38.8 million in the wind farms, developed by NextEra Energy Resources. The wind farms are located in the North Dakota plains and use existing
transmission capacity to deliver clean energy to the region. Google said its goal is to accelerate the deployment of renewable energy “in a way that makes good business sense, too.”

GAO Says FBI Background Checks Going Okay
The Government Accountability Office (GAO) studied the processes and outcomes in which the FBI is notified when a firearm or
explosives background check involves an individual on a terrorism watchlist. In 2005, the GAO made some recommendations to the FBI, which have been acted on. The FBI processes all background checks involving the terrorist watchlist and has taken actions to
collect and analyze information from these background checks for counter-terrorism purposes. At this time, the GAO has not made any new recommendations to the FBI.

NYC Is Top US Terrorist Target, Says New Report
A new report from the University of Maryland‘s National Consortium for the Study of Terrorism and
Responses to Terrorism details how New York City has been the most common target for terrorists in the US. Of the 1,347 total attacks in the United States from 1970-2007, more occurred in New York City during this period than in the next 4 most
frequently targeted US cities combined (Miami, 70 attacks; San Francisco, 66 attacks; Washington, DC, 59 attacks; and Los Angeles, 54 attacks). While al-Qaeda has launched the deadliest attacks on New York City targets, almost 40 other identified groups
engaged in terrorism in NYC from 1970 to 2007, representing a range of different ideologies, backgrounds, and goals, with changing actors over time.

VP Biden Urges Euopean Parliament to Allow Access to Bank Data
Reuters reported that US Vice President Joe Biden has urged the European Parliament to allow terror investigators from the United States access to citizens’ bank data in Europe, promising to guarantee their privacy.
In February, the European Parliament vetoed an agreement between the United States and the European Union on sharing data, citing insufficient safeguards. Talks are due to start this month and the EU’s executive commission has vowed to win improvements in
privacy protection. The US lost access to data on European bank transfers several months ago when the Society for Worldwide Interbank Financial Telecommunication, which tracks most of the cash changing hands across borders, reconfigured its server
infrastructure. US officials now warn they have lost a vital tool in monitoring plans for any future terrorist attacks.

Reports: US Changes Requirement for Airlines Checking No-Fly Lists
NBC News and other news services reported that the US government is now requiring airlines to check no-fly lists within two hours of being notified of list updates – a move aimed at preventing known terror
suspects from boarding airplanes, as the man accused in the Times Square bombing attempt did. When updates are made to the no-fly list, notifications are sent to airlines instructing them to check the updated list. Until now, airlines have been required to
check for updated lists every 24 hours. Effective immediately, airlines must check the updated list within two hours of being notified of changes, according to a US Homeland Security official who spoke on condition of
anonymity because he was not authorized to publicly discuss the policy change. The official said airlines could be fined if they do not comply. The New York Times reported that one long-planned change in security
procedures may reduce the chances of a repeat failure to check an updated no-fly list. The Transportation Security Administration is taking over the job of checking passenger manifests against the no-fly list under
its Secure Flight program. Such checks are currently being done by the TSA for domestic flights, and the agency is scheduled to begin checking all international flights by the end of the
year.

The US departments of Justice and Homeland Security announced 30 convictions and more than $143 million in seizures from an initiative targeting traffickers in counterfeit network
hardware. Operation Network Raider, a domestic and international enforcement initiative targeting the illegal distribution of counterfeit network hardware manufactured in China, has resulted in 30 felony convictions and more than 700 seizures of
counterfeit Cisco network hardware and labels with an estimated retail value of more than $143 million.

The Government Accountability Office (GAO) assessed the effectiveness of the Federal Housing Finance Agency’s (FHFA) computer systems to determine if security controls were being properly utilized to protect financial

The GAO reviewed the FHFA’s security policies, procedures, and other documents; tested controls over key financial applications; and interviewed key agency officials. Several recommendations were made by the GAO including that the Acting Director of the FHFA take steps to fully implement a comprehensive information security program.

Report: Limits on Using Handhelds Increased Census Cost
FloridaToday.com reported that The US Census Bureau’s 2008 decision to reduce its use of Harris Corporation-made handheld computers over concerns about introducing the new system raised costs of the 2010 census
by $3 billion. The publication cited Census Bureau officials for the information in its report. Initial plans and a $595 million contract for the Melbourne, Florida-based Harris called for census takers to use the
handheld devices to assist them in compiling data from people who did not mail back their 2010 census forms. Because of concerns about the integration of hardware and software, however, the Census Bureau in 2008 decided to return to the traditional
paper-based system. That meant the loss of cost savings from reduced time in compiling data, increased efficiency from two-way online communications between census takers on the streets and their supervisors, and reduced floor space required in census
field office. As a result of changes in the Harris contract, instead of census workers using Harris handheld computers in the field during the next 10 weeks , they are filling out paper forms. For its part, Harris Corporation in response to questions from
FloridaToday.com questioned how much of the budget increase should be attributed to the Census Bureau’s decision regarding Harris handheld computers.

Google Launches Revamped Search Results Page
After months of testing, Google launched a new look for its search results page, a three-column design that includes a permanent menu of search options and tools to help searchers refine their queries. The new user
interface displays search options in a column on the left-hand side of the search results page. Search results themselves appear in the middle, in a wider column. Ads appear in the right column, although some ads continue to appear in the middle column
above “picks.” The revamped looked is being rolled out globally, across 37 languages, so not all users will see the changes immediately. Google is also launching the new look for its mobile version of search for English interfaces in the United States.

Facebook Bug Let Users See Private Chat Conversations
TechCrunch reported midweek that Facebook users suddenly found themselves able to monitor the supposedly private conversations their friends were having on the social network’s chat service. The chat feature was

Microsoft Silently Patched Bugs, Says Researcher
Computerworld reported that a security researcher at Core Security Technologies noticed that Microsoft secretly patched three
vulnerabilities in April without noting the issues within the released advisories. Two of the unannounced flaws were buried within the advisory for Exchange and Windows SMTP
Service, which was released on April 13. Core Security Technologies’ CTO Ivan Arce said that the disclosure of all bugs is important to mitigate risks, because system administrators may not have applied the updates since they didn’t receive adequate
information in the advisory.

DHS Touts Potential Benefits of New Surveillance System
A new video surveillance system currently being developed by the Department of Homeland Security ‘s Science and Technology Directorate may soon give law enforcement an extra set of eyes, according to the agency. The
Imaging System for Immersive Surveillance (ISIS) deploys a video camera and image-stitching technology in a unit that bolts it to a ceiling, mounts it on a roof, or fastens it to a truck-mounted telescoping mast.. Software for the surveillance system will
be provided by a suite of video analytics software applications, many of which are commercially available, DHS said. Many of the ISIS capabilities were adapted from technology previously developed by MIT’s Lincoln Laboratory for military applications. With
the help of technology experts from the Department of Energy’s Pacific Northwest National Laboratory, Lincoln Laboratory built the current system with commercial off-the-shelf cameras, computers, image processing boards, and software. Eventually, DHS plans
to develop a version of ISIS that will use infrared cameras to detect events that occur at night. According to DHS, its Science and Technology Directorate formed a partnership with the Massachusetts Port Authority (Massport), and in December 2009, began an
ISIS pilot at Logan International Airport, allowing potential Homeland Security end users the opportunity to evaluate the technology. Beyond the potential for enhancing security at our nation’s airports, if successful, the current testing at Logan could
pave the way for the eventual deployment of ISIS to protect other critical venues.

Visa Bans Data Pass Practice
Credit card giant Visa has banned a long-standing practice call “data pass” that signs up unwitting online shoppers for services that charge a monthly fee, often without the consumers knowing they have been signed up
or that their credit card information has been passed to a third party site. Consumers who shopped at sites employing the practice were enticed to click on an advertisement that offered free shipping or a discount. In many cases, merely clicking on the
link to find more information led to enrollment in a monthly service. Millions of consumers ended up paying monthly charges for useless travel clubs and similar services after shopping at popular Web sites like 1-800-Flowers.com, Buy.com, Classmates.com,
and more that 450 other sites, according to staffers for Senator Sen. Jay Rockefeller, D-W. Va., who compiled a report on the issue last year. Rockefeller said told MSNBC he is glad Visa has banned the practice, but
plans to keep pushing legislation that would make data passing illegal.
